I. Context and Scope
Since October 2016 to date, IOM in partnership with Save the Children and Witwatersrand School of Public Health has implemented the Sexual Reproductive Health and Rights (SRHR) and HIV Knows No Borders (SKNB) programme covering six countries in the southern African region. The programme aims at improving quality of life and HIV-SRH outcomes among vulnerable youth, migrants and sex workers in migration affected communities in Southern Africa. Over the past four years, the SKNB programme has made significant progress in increasing access to SRH and HIV services among the target groups including creating an enabling environment within which the HIV and SRH rights of the migrants, sex workers and vulnerable youth in migration affected communities must be protected and realised. The enabling environment has been achieved through a participatory process of multi-sectoral dialogues conducted at the various levels of programme implementation – community, national and regional levels. A final synthesis of the key recommendations, actions and outcomes of the dialogues is required to inform future dialogues. To assess the achievements of the SKNB programme, the baseline study, mid-term review and end of project evaluation were conducted at appropriate intervals of the project cycle. The final SKNB programme evaluation was nested within the donor’s final evaluation of their regional programme on SRHR for Southern Africa, which included other funded projects and hence the need to distil the SKNB project specific evaluation findings and recommendations. In addition, substantial programme M&E data have been collected over the years. These data need to be fully analysed and utilised.
II. Purpose of the Consultancy
The assignment seeks to process the existing programme reports, data and information into abridged reports that will be disseminated to country teams and stakeholders in user friendly and well-designed formats. The abridged reports will be integral to the SKNB programme communication and advocacy strategy and will be used to increase visibility of the project among various stakeholders including the project staff, target beneficiaries and partners. The assignment will involve production of the following abridged reports from existing project reports, information and data.
- An abridged version of the Project Final Evaluation Report
- An abridged version of the Mid Term Review Report
- An abridged version of the Project Baseline Report
- A synthesis Report of the discussions, outcomes and recommendations from the regional and national dialogues
III. Specific Tasks to be performed by the Consultant
The Consultant, in consultation with IOM Regional programme team, is expected to:
- Abstract, copyedit and proof-read the existing draft reports and produce final versions of the reports that will be ready for printing and publication. The editing process will include proofreading the current reports, revision or adding new relevant pictorials, tables, chats and figures to achieve an optimal flow of information and presentation of the content in a manner that appeals to the target audience.
- Conduct substantive re-drafting and synthetizing of parts of the existing text/content to make the final reports more readable and understandable to the stakeholders.
- Conduct additional literature review of relevant information from journal articles for inclusion into the final reports
- Analyse the project M&E datasets and corroborate findings with the existing reports and literature review findings.
- Work closely with the project staff of IOM, Save the Children and partners to ensure validity of the statements or messages in the reports.
- Develop and design the draft and final reports (well designed, laid out and edited) which are in word and pdf formats and ready for printing.
IV. Expected Deliverables
The selected consultant will be expected to deliver on the specified scope of work as shown in section IV. Specifically, the expected deliverables of the assignment include:
- An inception report outlining the technical approach and methodology of the assessment.
- Draft and final abridged versions of the following reports: (1) Project Final Evaluation Report; (2) Mid Term Review Report; (3) Project Baseline Report and (4) Dialogue report (well designed, laid out and edited, ready for printing and dissemination).IOM shall provide the formats for the reports.

VI. Location and Lines of Communication
This position is home-based. Under the overall supervision of the Regional Director, IOM Southern Africa, the consultant will report directly to the IOM’s Regional Migration Health Coordinator and work closely with the Regional Research Officer and M&E Unit.
VII. Timeframe and Cost
The assignment will take approximately 35 working days, with a start date in September 2020. The consultant must submit the professional daily rate along with the inception proposal. The payment shall be made in instalments as follows:
· 20% upon receipt and approval by IOM of the Inception report, and plan of action.
· 40% upon receipt and approval by IOM of the draft abridged versions of the Project Final Evaluation Report, Mid Term Review Report Project, Baseline Report and Dialogue Report.
· 40% upon receipt and approval by IOM of the final abridged versions of the Project Final Evaluation Report, Mid Term Review Report, Project Baseline Report and Dialogue Report (well designed, laid out and edited – submitted both in word and pdf formats and ready for printing).
VIII. Qualifications and Experience
· An advanced university degree (PhD, Masters or equivalent) in public health, migration and Health studies, development studies, social sciences with minimum of seven years of relevant experience.
· Extensive experience and competencies in technical report writing, excellent in drafting and editing skills, literature review, research publication targeting local and international audiences.
· Strong programme M&E skills, including evaluation of SRH and HIV programmes in Southern Africa
· Previous knowledge and experience in the field of sexual and reproductive health, migration and advocacy, an asset
· Tangible reference of previous similar assignments, written in English
· Experience working with the UN and international NGOs in the humanitarian and development context is desirable.
