Job Purpose

The Project Manager will be responsible for managing and supervising the correct implementation of urban Initiatives in the City of Moroni. The urban initiatives are implemented in close collaboration and full engagement of the City of Moroni.

Key Responsibilities

Responsible for ensuring:

  • Correct planning, implementation and reporting of the different activities on the basis of established timeframes, resources and M/E framework.
  • Full engagement of the local authorities in the implementation of the different activities for ensuring municipal ownership and sustainability of the actions behind the duration of the project.
  • Full participation of the communities of reference, in particular women and youth, for guaranteeing that communities’ needs, perceptions and expectations are met.

The initiatives are related to:

  • Improvement of the city’s drainage system and solid waste management
  • Establishment of early warning system
  • Rainwater harvesting system

The Incumbent will be working in strict collaboration and with the support of Oxfam Project Coordinator and Urban Resilience Expert -based in South Africa- and in close collaboration with the UN-Habitat Project Manager in Moroni.

Qualifications:

  • Comoros nationality (compulsory)
  • Solid knowledge of the context and dynamics of the City of Moroni; good understanding of the Comoros Government and institutional governance
  • Sound experience in overseeing and coordinating multi-stakeholders project, entailing construction work, and implementation of activities with high level of operations and logistics, community and Government participation and engagement
  • Solid knowledge and experience in MEAL framework/instruments and reporting
  • Proven experience in writing concept notes and proposals
  • Strong familiarity with the gender responsive and human rights centred approach
  • Solid knowledge and experience in Disaster Risks Management Cycle, Urban resilience and Climate Change
  • Excellent knowledge of French (written and spoken) English (written and spoken) and preferably local languages.
