Overall purpose of the role:

Job Vacancies at Danish Refugee Council May 2023 This post holder will lead the development and management of the MEAL strategy and workplan; and contribute to DRC strategy, DRC accountability commitments and learning needs and priorities. Managing a small MEAL team they will work with programme and project managers to ensure effective implementation of the monitoring, evaluation, accountability and learning strategies and global standards; support mainstreaming MEAL throughout the PCM and reinforce quality programme management.

Main Responsibilities:

People Management

    • Day to day management of the MEAL team staff (assistants and officers) including recruitment, induction, performance and improvement management
    • Oversea and manage recruitment and management of pool of enumerators (casual workers) to support data collection
    • Support the Information Management colleagues with technical tasks such as data visualisation, snapshot, and other reports.
  • Ensure the collaboration and complementary between the MEAL team and the Information Management and Programme colleagues.

AO MEAL capacities and commitments

  • Identify and plan for the human resources, financial resources (budgets), needed to carry out MEAL activities in the area of responsibility
  • Apply DRC guidance with regards to GDPR and data protection in the area of responsibility, specifically for MEAL related data. Liaise with relevant internal counterparts responsible for data protection.
  • Lead on capacity building, training and support for programme and sectors and field staff to improve the field monitoring or any other MEAL needs.

Results Monitoring and programme quality support

  • Engage in and support quality throughout Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements, including the development of adequate MEAL plans, tools and processes relevant for the area of responsibility.
  • Participate in and contribute to (as appropriate) project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Lead and contribute (as appropriate) to collect, monitor and analyse data to improve results, relevance and programme quality in the area of responsibility.
  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcome and promote and ensure use of data for decision-making processes.
  • Design, refine and deploy data collection which combines quantitative and qualitative methods and tools in the area of responsibility.
  • Plan for, manage and quality assure the field data collection and field monitoring processes and tools.
  • Ensure the application of ethical principles in the field work, including with regards to DRC Code of Conduct, Protection referral protocols and SOPs.
  • Plan for and perform data quality assurance in data collection, data entry and data processing in the area of responsibility.
  • Establish and maintain processes and protocols for data protection, storage, sharing, and security in the area of responsibility.
  • Lead and manage development and maintenance of the MEAL plans, Indicator Tracking Tools and implementation of MEAL obligations in line with PCM.
  • Lead the analysis and reporting of MEAL qualitative and quantitative data (e.g. baseline and endline assessment reports) collected in line with internal information needs and external reporting obligations.

Accountability

  • Identify, plan for and implement different mechanisms for CFM including community engagement and feedback in monitoring, evaluation, accountability, and learning in the area of responsibility.
  • Assess, design new and improve existing accountability mechanisms, including Community Feedback Mechanism processes, tools and SOPs.
  • Promote the global CFM guidance, adapt tools and roll-out CFM mechanisms
  • Ensure actions are followed to up close the feedback loop and ensure all complaints are processed in a timely, safe and accountable manner.
  • Liaise with Regional Office and HQ during regular CHS certification audits, CHS self-assessment processes and follow-up on the improvement plan.

Evaluation, analysis and learning

  • Lead and contribute (as appropriate) to analysis, evaluation, and research for data-driven evidence and use in the area of responsibility.
  • Support utilisation of results for better planning and decision making; and share knowledge and learning for improved programming within DRC and beyond, within the area of responsibility.
  • Translate MEAL findings into organisational learning; plan and implement learning events and design appropriate learning products.
  • Regularly present the key MEAL findings and feedback to the supervisors, and when relevant to the Senior Management Team for further development.
  • Design and manage evaluations in compliance with DRC evaluation policy, from development of ToRs, to advising management on approval of final report, to dissemination of evaluation.

As Manager the post-holder is responsible for the following    

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Perform other duties as directed by the Grants Coordinator, Area Manager and Country Director.

Qualifications and Experience

a) Essential

  • Minimum 3-4 years of relevant work experience in monitoring, evaluation, accountability and learning of humanitarian and development programmes.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings and/or in emergencies.
  • Proven experience in effectively working with a variety of donors’ requirements including FCDO, EU, DANIDA and UN agencies (as required).
  • Strong understanding of monitoring, evaluation, accountability and learning principles and processes, including database management, reporting etc.
  • Demonstrated experience with DRC Core Sectors.
  • Mastered understanding of mix-methods approach, research methodologies and the nature and use of evidence, participatory methodologies.
  • Demonstrated understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work.
  • Mastered competencies in working with analysis frameworks, with data analysis for quantitative and qualitative data and communicating evidence.
  • Experience of working with or providing support to partners and/or a partnership model of working, when relevant.
  • Experience of working with GIS or other data visualisation software.
  • Demonstrable experience in the nurturing of organisational learning in programmes.
  • Proven facilitation and training skills with diverse audiences of NGO practitioners, including staff capacity building.

Job Tittle: Protection Officer (Psychologist)

Overall purpose of the role:

The Psychologist will ensure the emotional and social wellbeing of the children supported by DRC by supporting implementation of Psycho social support programme within the DRC Emergency Responses in Kigoma Region. The position holder in coordination with staff in child protection particularly case management, Psycho-social Support (PSS) and community-based teams as well as partners will ensure that refugees children receive timely and appropriate structured psycho-social support services. S/he will also be facilitating training for the PSS staff on key topics including but not limited PSS, Psychological first aid and other related topics.

Main Responsibilities:

  • Provide on-going technical support to staff implementing psycho-social support activities in Child Friendly Space and the Community.
  • Undertake assessment of psycho-social or Psycho social needs, risk assessments and psychometric testing if needed.
  • Facilitating Capacity building sessions for key staff teams including social workers as well as associate such as incentives workers and partners on PSS, Psychological first aid and effectively communicating with children and youth in distress among others.
  • Identify online courses on PSS and other related theme for staff to undertake in order to build their capacity.
  • Develop and update work plans for the implementation of PSS activities.
  • Regular follow up to ensure all services and actions points listed in the case plan are carried out within agreed time frames.
  • Develop and put in place the necessary tools to evaluate the outcomes of Psycho-social support intervention.
  • Writing reports and record keeping of all information regarding activities (Data, weekly reports, monthly reports) respecting quality standards.
  • Collaborate with key agencies, local authorities and organization for provision of provide psycho-social support (as needed) to affected children and young people in all plan’s and sometimes their families as well.
  • Represent DRC in relevant working groups such as the MHPSS WG and others as will be required.
  • Empower staff teams especially those managing CFSs and case management to be able to identify children with Psycho-social issues and how to provide Psychological first aid in the absence of a psychologist.
  • Work in close collaboration with child protection team leader and other team leaders to ensure that the psycho-social well-being of children and young people is addressed.
  • Support teams in addressing the special needs of beneficiaries that face psycho-social issue and the consequences this has on their families and community.
  • Responsible for ensuring the provision of individual and group counselling/ discussion for beneficiaries and care givers in orders to facilitate his/her community integration.
  • Support staff’s teams in the CFS and case management to ensure the PSS spaces are according to standard and record management including database is effective.
  • Identify and work with management to equip centers and office with relevant PSS materials including manuals or books, IEC among others.

Data collection and reporting

  • With support from CPIM officer track indicators, maintain, update and analyse data on Child psychology case management activity and indicator.
  • With support from CP Team leader, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
  • Support and working closely with CP Information Management officer and M&E on program data collection, track indicators, maintain, update and analyse data on CP prevention activity and indicator.

Program management

  • Provide supervision and monitoring of the CFS Animators, guards and Cleaners and ensure proper performance Management.
  • Support and strengthen CBCPPM and child-led groups / clubs, animators.
  • Represent DRC and the program with relevant government and coordinating agencies on programme, secure their support and follow up with them on progress.
  • Coordinate with other agencies offering case management services to children on referral and transfer of cases.
  • Share information on field-level successes and challenges with the Child Protection team and other agencies as appropriate.

Logistics Duties

  • Take care of equipment’s and supplies for the job
  • Ensure working equipment’s are in good condition and replenish/repairs when out of order
  • Reports immediately any security incidence/issue detected in the DRC premises

Job Tittle: Protection Officer (Legal Officer)

Overall Purpose Of The Role:

The legal officer will provide litigation support to PoCs on humanitarian cases and offer legal analysis/training to refugees in Nduta and Nyarugusu camps. Will strengthen capacity of legal support in supporting legal practitioners representing POCs in need of international protection. Legal officer will work closely with paralegal on raising awareness to POCs on child protection, GBV, refugees rights, child labour, child’s rights, help desk, juvenile court and mobile court.

Main Responsibilities:

Responsibilities and tasks

  • Reviews domestic violence police reports and establishes contact with the victim(s) to check on their status/safety. Educates the victim(s) on the criminal process and the role of the legal criminal advocate.
  • Acts as a liaison between the victim(s) in domestic violence criminal cases and the prosecutors and courts, coordinate interviews, meetings, court appearances and relay victim input.
  • Represent POCs in mobile court, juvenile court and planning visitation to prisoners in Kasulu/Kibondo DC and in camps.
  • Working with paralegal in ensuring there are legal help desks (mobile and stationed) for legal awareness to PoCs such as permits to go outside the camp.
  • Drafting legal submission and making legal representation of PoCs and community members during court sessions in cases of GBV and child protection.
  • Making mediation and negotiation in cases such as card splitting, neighborhood conflict and family conflict.
  • Assists PoCs seeking orders for Protection and attends court hearings when needed.
  • Assigning duties and supervising interpreters and paralegals in performing their duties.
  • Performs crisis intervention advocacy and social service referrals when necessary, and accompanies law enforcement with follow-up calls on Assessment of GBV survivors.
  • Serves as a link between the DRC and the judicial/legal communities.
  • Providing legal advice, trainings on child labor and trafficking to PoCs when litigating legal issues.
  • In collaboration with case management officer, linking GBV survivors to psychosocial social support and livelihood opportunities.
  • Undertaking legal research and organizing legal trainings to national staffs and partners.
  • Take over any other task designated by the Manager, Team Leader to ensure proper functioning of the Legal department.

Job Tittle: Protection Assistant (PsychoSocial Support)

Overall purpose of the role:

Under the supervision of the GBV Team leader, the PSS officer will implement GBV case management activities delivered by DRC in Tanzania. Specifically, he/she will provide case management services to GBV survivors and other beneficiaries affected by the crisis.

The assistant will work hands in hands with the whole DRC Tanzania protection team and tag along the rapid assessment team, the community engagement team as well as support in the protection centers.

Main Responsibilities:

  • Provide case management services through high quality and confidential interventions in line with minimum standards for service provision and DRC’s case management SOPs.
  • Conduct referrals to relevant services when needed, while implementing the action plan and ensuring appropriate follow up and case closure when appropriate
  • Provide counseling for all survivors referred to case management service.
  • Conduct case management in safe spaces identified in collaboration with survivors.
  • File and store GBV data in the Gender-Based Violence Information Management Systems (GBVIMS) in compliance with the information sharing protocol developed at the inter-agency level.
  • Provide emotional support group sessions to women, men, boys and girls at risk of or survivors of gender-based violence in compliance with best-practice and DRC’s guidelines.
  • Support in delivering basic GBV trainings to community-based structures, including sessions on the GBV core concepts and guiding principles and the safe identification and referral of GBV cases.
  • Raise gaps in GBV response services and suggest possible solution and referral protocols to the GBV Team Leader.
  • Ensure regular quality implementation, monitoring and evaluation of Gender-based violence- related projects and interventions;
  • Engage with the community and community representatives to understand needs and gaps in Gender-based violence programming;
  • Incorporate a survivor-centered approach in all GBV case management activities;
  • Ensure strict adherence to confidentiality for all case-related information; protect the identities of survivors in the design and implementation of all activities;
  • Work closely with community workers to ensure awareness of services in the community, facilitate referrals into and out of the community center, and to support survivors on GBV protection related needs;
  • Ensure updated filing and documentation of Gender-based violence cases in line with DRC tools.
  • Alert GBV Officers, GBV coordinator and the Protection Manager of any gaps in process, tools, or staff capacities to meet the needs of beneficiaries or ensure confidentiality and survivor-centered care;
  • Prepare work plans and reports (weekly/monthly) on the activities and submit them timely to Protection Team Leader [community-based]
  • Ensure full cooperation with other protection assistants and act on their behalf during their absence
