BACKGROUND
Job Opportunity at DRC – Danish Refugee Council-WASH Assistant Danish Refugee Council (DRC) is an international non-governmental organization that provides assistance and promotes durable solutions for refugees and internally displaced people, on the basis of humanitarian principles and human rights.
Danish Refugee Council is a humanitarian actor in Tanzania. As part of the Burundian Refugee Response in Tanzania, DRC work in the sectors of camp management, community services, Protection, General Food Distribution, Livelihoods, and WASH/small infrastructure in Nduta, Mtendeli, and Nyarugusu camps and host community.
PURPOSE: The WASH Assistant under the management and supervision of the WASH Manager and WASH Engineer/Officer will be responsible to implement different activities of the DRC-related WASH program to ensure the program’s objectives are achieved.
The main activities will include
To provide day to day supervision of construction of WASH facilities including construction of various types of community latrines i.e. household latrines, the family shared latrines, child-friendly latrines, people with special needs latrines, installation of handwashing facilities, decommissioning and replacement of full latrines at Nduta camp and implementing WASH activities at the selected host communities.
To provide managerial function during execution of the WASH project in order to ensure the highest quality standards directly in line with SPHERE Standards and engineering standards are met.
S/he collaborate with respective other Managers of different sectors in guidance and strengthening WASH programming.
Key Responsibilities And Tasks
- Work with local leaders at community levels in identifying, mobilizing, and sensitizing target communities for water, sanitation, and hygiene promotion.
- Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing, and sensitizing target communities for sanitation and hygiene promotion.
- Create linkages between the communities and the project, the local government extension staff, and the target communities in Water, Sanitation, and Hygiene Promotion.
- Together with the government extension staff, specifically, the Health Assistants (HAs), Village Health Teams (VHTs) play a lead role in mapping out communities for village sanitation improvement, especially during CLTS/PHAST role out exercise.
- Mobilization of beneficiary/communities to maintain the established/rehabilitated/protected water sources.
- Formation and training of Water supply and sanitation committees for the established/rehabilitated/protected water sources.
- Participate in the collection of useful data success stories and beneficiary lists as required.
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals for donors.
- Presenting technical data or project results; both technical and non-technical.
- Keeping track of the progress of projects from beginning to end – from feasibility, to design through to construction and handover.
- To support WASH officers in leading the training to the WASH committee (Burundians) related to hygiene and sanitation issues.
- Supporting Hygiene and Sanitation officers in leading the WASH distribution team in the distribution of various kits in order to serve in a proper way.
- Together with the Hygiene and Sanitation Officer, WASH Assistant is required to do proper daily supervision of construction of sanitation facilities i.e. construction of various types of latrines including household latrines, the family shared and PSN latrines, decommissioning and replacement of full family shared latrines and installation of handwashing facilities.
- Together with the WASH Engineer, WASH Assistant is required to participate in performing the geophysical surveys, designing the water network, the establishment of BOQ, and supervise the construction of water network with proper fittings as well as the establishment of COWSO for project sustainability.
- Assist WASH Officers in the inspection of sanitary facilities in household latrines, the family shared latrines as well as boreholes, shallow wells, and water pumps, and other water supply systems to ensure they are operational.
- To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work and to ensure that DRC’s response is in line with the needs of the refugees.
- To ensure that work aims to meet Minimum Standards and adheres to DRC’s emergency guidelines and protocols.
- Assists the partners/communities in identifying their capacity building needs and facilitate appropriate capacity-building measures (formal and informal means) to enhance local capacity and program sustainability.
- Conduct training to COWSO on water project management and sustainability.
- Conduct CLTSH training to community health committees and communities to reduce open defecation and communicable diseases.
- Conduct training to local artisans on latrine construction.
- Work in close collaboration with the partner agency and the local authorities to ensure that participatory approaches are used throughout the project cycle management.
Coordination and Representation
- Representation of DRC at Water, Hygiene, and Sanitation exercises in the field.
- Ensure integration of WASH activities with other DRC sectors.
- Coordinate with WASH counterparts in Nduta camp in the implementation of common funded projects.
- Ensure good representation and reputation of the WASH Sector at all levels.
- To ensure that work aims to meet Minimum Standards and adheres to DRC’s emergency guidelines and protocols.
- Actively participate in internal coordination meetings in the camps and other locations when needed.
Project development
- Together with the WASH Manager, initiate the development of project concept notes and proposal documents with respect to water, hygiene, and sanitation.
- Develop the project’s M & E tools for monitoring water, sanitation, and hygiene promoters at the community level.
- Develop database system and data collection tools and ensure quality data collection, data entry, and undertake analysis and produce reports.
Project implementation and reporting
- Ensure hygiene and sanitation standards are met in accordance with SPHERE, UNHCR, and Tanzania National standards.
- Prepare WASH daily, weekly, monthly, quarterly, annually reports, and timely submission to relevant authorities.
- Execute other duties as assigned by the supervisor.
Staff Management
- Work with Community-based Hygiene Promoters and local leaders to ensure proper dissemination of information on water issues to beneficiaries for improvement.
- Uphold DRC’s code of conduct and principles of accountability.
- Develop and agree on own performance objectives, targets and ensure appraisals are conducted on the set targets as required.
- Conduct daily field visits to support other field staff on the implementation of WASH.
Logistics/Finance
- Support the WASH Engineer/Officers to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups on a daily/weekly/annual basis especially on water, hygiene, and sanitation.
- Initiate procurements and make follow up with the line supervisor to ensure their execution.
- Contribute to grant management of all WASH projects through management of day to day project expenditures.
Reporting Arrangements
- The WASH Assistant (Water Hygiene and Sanitation) reports to the Line supervisor
Essential
- Minimum of Diploma in Water Supply Engineering, Environmental Engineering, Civil Engineering, or WASH-related course from a recognized institution. Bachelor’s degree is an added advantage.
- At least two years’ experience in implementing WASH projects specifically in areas of water, hygiene, and sanitation.
- Thorough knowledge of WASH national and international standards.
- Strong competence in English literacy.
- Proven skills in computer programs (Word, Excel; Epanet, Auto card, etc)
- Strong interpersonal and communication skills.
- Excellent skills in report writing and meeting deadlines.
- Demonstrated ability to work in an emergency.
- To establish effective working relations with other team members and other stakeholders.
