To provide technical support during C0V1D-I9 Emergency in coordination with DPG Health partners, identifying areas of gaps, and supporting continuation of essential services through partners, both technically and via financing through available resources, in close collaboration with other relevant partners and stakeholders.

How can you make a difference?
The consultant is expected to work in close collaboration with UNICEF Tanzania, WHO, and the DPG Health Troika in the following tasks

  • Review all DPG Health recent meeting minutes especially on C0V1D and essential continue services. Obtain updates on priorities for DPG Health as defined by the chair and other members and communicate the updates to the DPG Health Troika and DPG Health members.
  • Ensure that UNICEF Health section and participating DPG-Health Development Partners are kept informed on the developments of the DPG Health in term of C0V1D-I9 response and essential services;
  • Conduct regular Analytic and synthesis report to cover updates from all pillars, current status, progress, challenges, activity tracker and data visualizations (graphs, charts, others as appropriate).
  • Provide monthly synthesis of C0V1D-I9 pillar reporting, challenges etc as it relates to coordinating and informing DPG Health, and work on ensuring ongoing delivery of essential health services.
  • Attend all related meetings as required.
  • Liaise with relevant ministries, key stakeholders (NGOs, FBOs, PS), and contributing development partners to ensure a coordinated approach to continuing essential services.
  • Provide technical assistance to the Government of Tanzania in identifying modalities for continuing services what is possible (all essential services should be continued if possible)
  • Provide expert guidance for continuation and financing of essential services.

 

Deliverables
1. Consultation report
Consultation report with summary of chair (UNICEF) priorities for DPG Health, action plan for coordination to identify, advocate, implement modalities of continuing package of essential services.

2. Analytic & synthesis report (one per month)

This will include updates from all pillars, current status, progress, challenges, activity tracker and data visualizations (graphs, charts, others as appropriate).

3. Documentation of best practices
This will be a description of best practices that have been important in the response and in continuation of essential services.

Working conditions

  • Transport will be provided to the consultant during field travel.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant.
  • No travel should take place without an email travel authorization from the section prior to the commencement of the journey.
  • Additional details of UNICEF rules, regulations and conditions will be attached to the contract.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in public health or social science, specializing in international health, accountability and public service delivery;
  • A minimum of [ 12 years] of relevant professional experience in international development sector, health systems and basic service provision issues in resource constrained countries
  • Solid experience in liaising and networking with high level senior government officials, stakeholders and donors in the health and development areas;
  • Excellent skills and experience to deliver timely and high-quality products
  • Extensive experience working in the Tanzanian health;
  • Strong analytic and writing skills
  • Developing country work experience and or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
