Job Description 

FIXED TERM CONTRACT VACANCY

1 Year

R450 000 – R477 000 TCTC

The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO’s) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building.

The HIV Prevention Department is made up of a number of programmes that collectively aim to collective prevent the evolution of the HIV epidemic in South Africa. See the AFSA website for more information of each of the programmes. AFSA wishes to appoint a suitably qualified individual to fill the role of MERQ Coordinator.

Purpose of job:

  • Oversee monitoring, evaluation, reporting and quality of project.

Roles and responsibilities include but are not limited to:

  • Supervision of M&E Officer and Data and QI Officer
  • Provide M&E technical support within the organisation
  • Ensure compliance to MER Tools, MER Plans and SOPs
  • Facilitate review of reports and ensure timely data submission
  • Conduct data verification and validation; ensure that action items on DV are executed.
  • Monitor progress towards target achievement
  • Capacity building on internal staff
  • Monitor data backlogs and communicate red flags to M&E Officers
  • Submit MER Reports to FHI360 timeously
  • Provide technical oversight in ensuring robust monitoring and evaluation of results and reporting of core indicators
  • Monitor progress towards target achievement through analysis of program data to inform decision making and guide implementation
  • Ensure compliance to MER Tools, MER Plans and SOPs
  • Capacity building of internal staff
  • Develop overall framework for project M&E including mid-term review, impact assessment, final evaluation.

Minimum requirements

  • Bachelor Degree
  • Minimum 5 years’ experience conducting M&E duties on development projects
  • Must have experience managing and supervising
  • Must have experiencing working on PEPFAR, USAID or CDC funded programmes
  • Experience developing M&E frameworks
  • Experience creating data tools
  • Experience drafting M&E system and process SOPS
  • High degree of resilience to accommodate rapidly changing expectations, plans and deliverables
  • Can work independently and self-motivated
  • Good knowledge of MS excel
  • Understand M&E systems and PEPFAR indicators
  • Ability to manage multiple priorities and projects
  • Fluent in both Zulu and English advantage
  • Excellent report writing skills
  • Presentation skills
  • Ability to drive and travel for work (40%)
  • Knowledge of quantitative and qualitative evaluation techniques and data analysis techniques
  • Problem solving skills
  • Excellent communication skills
  • Demonstrate ability to produce reports and present findings
  • Good at data management
  • Experience using CBIMS
