Context:

The IOM Regional Office for Southern Africa is located in Pretoria, South Africa, and supports

15 countries in the region, 14 of which have IOM offices.

IOM’s work in Southern Africa is aimed at helping Member States in the region address a broad range of migration issues, not only in Southern Africa, but globally, through projects providing direct assistance to migrants and building the capacity of governments to better manage migration. IOM Regional Office in Southern Africa also serves as an organizational focal point for regional bodies such as Common Market for Eastern and Southern Africa (COMESA), Southern African Development Community (SADC), Indian Ocean Commission (IOC), Pan-African Parliament (PAP), New Partnership for Africa’s Development (NEPAD), etc.

Under the overall supervision of the Regional Director (RD) and direct supervision of the Regional Policy and Liaison Officer (RPLO), in coordination with relevant units within the Regional Office (RO) and Country Offices (CO), and Headquarters (HQ), the successful candidate will provide backstopping assistance for IOM’s engagement with the UN both at the national and regional levels and assistance to support advocacy, policy and strategic engagements with governments and other partners in coordination with Chief of Missions (CoMs) and Head of Offices (HoOs).

Core Functions / Responsibilities:

  1. In close collaboration with the RPLO, assist in providing coordinated support and guidance to COs on issues related to their engagement with the UN system, notably to those participating in the development of Common Country Analysis (CCAs) and UN Sustainable Development Cooperation Frameworks (UNSDCFs).
  2. Support the activities of the Regional and National components of the UN Migration Network by facilitating internal cross-sectoral coordination involving the RO, COs, IOM HQ and other entities.
  3. Support other activities related to Global Compact for Migration (GCM) implementation at the regional and national levels in Southern Africa; draft and disseminate summaries and updates related to the GCM among COs as needed.
  4. Assist with the preparations of key high-level regional events including Regional Consultative Process (RCPs), such as the Migration Dialogue for Southern Africa (MIDSA) meeting, the Regional COM / HOOs strategic Planning Retreat, etc.
  5. Undertake focused research on issues relating to migration policy trends to support preparations of policy briefs, talking points, presentations and other advocacy materials. Similarly, in collaboration with relevant colleagues, coordinate talking points, presentations and other written materials to support the senior management team’s engagement with external partners.
  6. Support RO Pretoria’s engagement with Regional bodies, namely COMESA, SADC, IOC, PAP, NEPAD, African Peer Review Mechanism (APRM), etc.
  7. Support the Office of the RD in compiling and updating activity profiles of COs in view to facilitate effective engagement with governments and other development partners.
  8. Assist with the implementation of regional programmes such as the African Regional Migration Program (ARMP), Sexual and Reproductive Health and Rights (SRHR), etc. on issues and activities relating to policy and advocacy in creating enabling environment to address socio-cultural norms and policy reforms and the timely dissemination of data and information to governments, member states and partners.
  9. Participate in various inter-agency and inter-governmental platforms at the regional and continental levels as needed and contribute to the strategic engagement of IOM in these processes.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, International Relations, Law, Migration studies or a related field from an accredited academic institution1 with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Solid experience working with the UN system at the country level and familiarity with United

Nations Development Assistance Framework (UNDAF)/UNSDCF processes;

• Experience in working with IOM or other UN agencies is desirable;

• Experience in planning and organizing high level events, workshops and trainings;

• Experience liaising with governmental authorities, other national/ international institutions and

Non-Governmental Organizations (NGOs) is an advantage.

Skills

• Demonstrated drafting skills;

• Good understanding of regional migration trends and dynamics.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or Portuguese is an advantage.
