Job Purpose
The Executive Secretary will be responsible for managing and overseeing the administrative affairs of the Council and serving as its spokesperson.
The position plays a central role in ensuring that NEEC achieves its objectives of expanding opportunities for Tanzanians to participate effectively in economic activities, encouraging savings and investment, supporting businesses established and operated by Tanzanians, and identifying and managing sources of grants and donations for the Council’s fund.
Duties and Responsibilities
The successful candidate will be responsible for a range of leadership, administrative, strategic, and operational functions, including:
- Implementing the functions of the Council as provided under Section 5 of the National Economic Empowerment Act of 2004 under the general direction of the Council.
- Providing administrative support to the Council in carrying out its statutory responsibilities.
- Ensuring the annual preparation of the Strategic Plan, budget, and other plans.
- Ensuring the preparation of financial statements and progress reports.
- Overseeing the formulation, implementation, monitoring, and evaluation of short-, medium-, and long-term plans and programmes.
- Managing the daily affairs of the Secretariat under the general directives of the Council.
- Arranging Council business and ensuring proper recording and keeping of minutes of Council meetings, decisions, and proceedings.
- Developing strategies aimed at improving performance and efficiency.
- Overseeing policy formulation, deliberation, and implementation.
- Providing leadership in realizing the Council’s vision and strategic plan.
- Overseeing implementation of Council resolutions and directives.

Qualifications and Education
Applicants for the Executive Secretary position must meet the following academic requirements:
- A Master’s Degree in Public Administration, Entrepreneurship, Finance, Accounting, Business Administration, or Commerce with a major in Entrepreneurship, Marketing, or Finance.
- A Master’s Degree in Economics or Agricultural Economics is also acceptable.
- Equivalent qualifications from a recognized institution may also be considered.
- The Master’s Degree must be related to the applicant’s Bachelor’s Degree.
Required Work Experience
Candidates must have:
- At least 12 years of working experience in related fields.
- At least 3 years of experience in a managerial position.
- An understanding of economic empowerment issues will be an added advantage.
