Job Summary
The Associate M&E Officer works under the supervision of M&E Officer Lead to ensure that all data management activities essential to routine program data monitoring, reporting and use are accomplished. This includes coordinating data entry and cleaning activities, collecting and reporting data, conduct data quality assessments, responding to data queries from CPC and M&E officer Lead.
Essential Duties and Responsibilities
Technical
Monitoring and reporting planning in all EGPAF programs
- Coordinate HTC and CTC data entry in CTC2 database activities in facilities in respective council/s.
- On monthly basis, coordinate and participate in data cleaning and verification in CTC2 database and DHIS2- routinely collected data
- Participate in monthly data collection to ensure that facility providers and CHMT focal persons provide timely and accurate data to report on required indicators. Conduct data queries and validation checks to promote validity of the raw data.
- Support SIE team in preparing all data requirements of all routine program reports (monthly, quarterly, semi-annual, annual, end of project across all donors and projects).
- Support SIE team in documentation and storage of all data files sent to donor (SAPR, APR, ad hoc query responses).
- Support SIE team in maintaining master site mapping, site characteristics and site support tracking databases.
- Support the SIE and technical team in assigned program areas, serving as the focal M&E officer for those assigned areas with respect to collecting and reporting data from respective council/s.
- Demonstrate in-depth understanding and practice use of health information systems such as the CTC2 electronic HIV patient database, MTUHA paper-based documentation and reporting, DHIS2, DATIM, IPRS, digital health applications, etc.)
- Contribute to proper documentation of program achievements and dissemination of information to relevant stakeholders through various outlets such as COC meetings and others
- Participate in dissemination of EGPAF program data, lessons learned and best practices to relevant stakeholders within and outside the council. (i.e. as COC meetings)
Data quality assurance, analysis and use for decision-making
- Work with data clerks and service providers to manage the quality and completeness of data (in CTC2 database, DHIS or any other) during each reporting period.
- Support and participate in routine implementation of DQAs and ensure results are compiled, disseminated, and monitored over time.
- Participate in Continuum Of Care (COC) and Data Analysis Week with R/CHMTs and service providers to analyze and interpret data for use in decision making.
Capacity Building
- Provide technical assistance to data clerks and facility service providers on understanding various program indicators and data collection and reporting tools and in continually improving their skills in applying critical data reviews/analyses to program management and documentation.
- Capacitate EGPAF Program Officers (QI, Informatics, and Technical) to support sites in data quality assurance, data documentation standards, and proper use of the CTC2, DHIS and other national data systems and tools.
- Support the process of critical review of national data collection tools in the context of the required indicators that EGPAF has to produce; provide advice and assistance in improving these tools.
Other
- Proactively seeks new knowledge and skills for personal growth and the benefit of EGPAF (i.e. key business and program practices, monitoring, reporting, evaluation or health informatics best practices, PEPFAR data requirements, etc.).
- Any other responsibilities as assigned.
Required Qualifications
Education and Experience
- University degree in medical related degrees ( medicine, nursing), information technology, Public Health, (Bio)statistics, computer science or related field
- Two or more years work experience in monitoring and evaluation, including experience with M&E tool development at field and reporting levels, the DHIS, data capture and data management programs (Excel, Access, Power BI, etc.), and database design and management ( added advantage)
- Previous experience in HIV program monitoring and reporting (e.g. indicator and systems knowledge, etc.); preferably under US Government (PEPFAR) funding.(added advantage)
Essential Skills and Knowledge
- Capacity and motivation to acquire new knowledge and skills in a short time.
- Excellent oral and written communication skills (English and Kiswahili); strong critical thinking, problem solving and attentiveness to detail.
- Ability to make critical decisions independently, take initiative, manage multiple priorities and meet deadlines.
- High level of computer literacy defined by proficiency in the basic Microsoft packages, and experience with data management and visualization software (excel, access, Power BI, Tableau). Ability to code in SQL or similar language an advantage, as is experience or proficiency in statistical analysis software (STATA, R, etc.).
- Ability to work within multi-disciplinary teams.
