Claims Officer, Dar es Salaam: (1) Position:

Job Purpose:

Reporting to Hospital Manager, the Claims Officer, as a key member of our organization, will play a crucial role in supporting the growth and sustainability of our hospital and clinics business operations. Your primary responsibilities will be reconciling insurance claims by validating the information in the medical claim forms and to provide comprehensive support to the hospital and clinics by conducting market research, assisting in fundraising efforts and proposal development, coordinating partnerships, and promoting our healthcare services to ensure the delivery of quality healthcare to the clients. The incumbent may be required to travel within Tanzania to support the clinics.

Among the Key Responsibilities:

  1. Managing corporate clients for proper management of claims:
    • Working closely with Center Managers to improve filing of insurance claims.
    • Communicating timely with insured clients in case there is misunderstanding between a client and insurance.
    • Working closely with receptionists to ensure all insured clients are checked properly before services.
    • Preparing daily bill reconciliation, monthly and annual reports.
    • Screening daily/monthly claim forms from Marie Stopes Tanzania centers.
    • Recording transaction properly in the E.H.R.
    • Learning and keeping up to date the MST products and services with changes.
    • Maintaining MST policies and standards for customer care.
    • Supervising closely the receptionist and clinicians on claims compliance based on the corporates contract agreement.
  1. Preparing and issuing corporate client invoices:
    • Making sure every corporate client receives a copy of claim form.
    • Verifying the prices charged on claim form agreed to the MST price list.
    • Informing bill client of total cost of services.
  • Marketing and demand generation:
    • Developing and implementing marketing plans for demand generation.
    • Conducting market research and analysis to identify target audiences, competitive landscape, and emerging trends.
    • Creating and managing marketing campaigns across various channels, including digital, print, and social media platforms.
    • Collaborating with internal teams to develop compelling marketing materials, such as brochures, flyers, and website content.
    • Monitoring and analyzing the effectiveness of marketing initiatives and make datadriven recommendations for optimization.
    • Assisting in the development of business proposals, presentations, and marketing materials to showcase our services and attract new clients to our facilities.
    • Linking social marketing activities with Centre channel operation and innovation and service income increment and visibility and awareness concerns.
  1. Customer Care:
    • Treating clients always with much respect.
    • Providing information in a good way with regards to ethics of organization and customer service.
    • Providing training and education about insurance exclusions (service covered and not covered by insurance) to clients and staff.
    • Solving challenges which face clients.

Minimum Requirements:

Qualifications:

  • First degree graduate in Insurance, Business Administration, or related courses.
  • Desirable: management and leadership skills, computer illiteracy, dealing with customers and staff challenges in a good way.

Experience:

  • 3- year experience of working in medical insurance and health organization with strong administrative skills and experience.
  • Sound experience working with medical insurance(s) in Tanzania including with the Tanzanian Health systems.

Skills:

  • Attention to details, solving clients’ cases and strategies to raise income.
  • Good knowledge on claims electronic systems and hospital information systems.
  • Personal credibility.
  • Ability to prioritise.
  • Good interpersonal skills with the ability to communicate at all levels and good customer care.
  • Good communication skills, fluent in English & Kiswahili both verbal & written.

Procurement Officer, Dar es Salaam: (1) Position:

Job Purpose:

Reporting to Procurement and Fleet Manager, the Procurement Officer is responsible for the systematic execution of all procurement procedures, and for the timely and cost-effective purchasing of all equipment, supplies and services required by Marie Stopes Tanzania. The Procurement Officer ensures that all purchases adhere to MSI Partnership best-practice, MST Procurement Guidelines, follow donor-compliance guidelines, and are fit for purpose and best value for money. The Procurement Officer must display a high level of personal integrity and a commitment to serving the needs of the organization.

Among the Key Responsibilities:

  1. Planning:
    • Ensure that all goods and services are of acceptable quality and are purchased and delivered on time.
    • Actively coordinate with all Channels as necessary to ensure timely procurement of equipment and services that are fit for purpose and best value for money.
    • Coordinate Procurement committee meetings, including preparation of agenda, documentation and taking minutes.
  1. Purchasing Function:
    • Ensure that all aspects of the procurement process to comply with MST/MSI and donor regulations and no procurement rejected for non-compliance by auditors.
    • Maintain good relationship with suppliers and develop new supplier links within. The Procurement Officer will continuously negotiate contracts with suppliers to develop mutually beneficial long-term partnerships and the best possible service and price for MST.
    • Ensuring compliance with MST/MSI and donor procurement guidelines and make recommendations to Executive Team on favourable supply to ensure value for money is achieved.
    • Review and process Purchase Request Forms, Request for Quotation, Summary Bid Analysis and Purchase Order using TRADOGRAM Procurement system.
    • Prepare and administer purchasing contracts under the guidance of the Procurement and Fleet Manager and ensure the contract register are maintained and timely updated.
    • Manage the shipping and clearing including liaising with customs agencies, Ministry of Health (TMDA) for import permits, clearing agents and donors; facilitation of shipment of goods liaising with sender offices.
    • Coordinate with MSI Procurement and Logistics Department to ensure that all equipment and pharmaceutical products ordered internationally, or through the MSI Support Office, are ordered in a timely manner and cleared through customs quickly and cost effectively.
    • To ensure purchase orders are raised by Procurement Department in respect of purchases made.
    • To ensure TRADOGRAM procurement system is used to implement procurement business process to create, process and approval of purchase orders, create master data for products and suppliers, exporting purchase orders and generating procurement related reports.
    • Work closely with logistics team to ensure that all procured goods are timely received and delivered. And ensure that all the MST procured assets are properly received, tagged, and updated in the system in line with MST Assets Management policies and procedures.
    • Coordinate with internal departments to forecast and plan procurement needs accurately.
    • To process tax exemptions and refund with TRA, donors and Ministry of Health/Ministry of Foreign Affairs, keep proper records of local tax laws and other procurement regulations.
    • Perform due diligence/vetting to suppliers for all procurements.
    • Process Vendors payments timely.
    • Follow up on all deliverables which are not invoiced.
  • Records keeping and documentation:
    • Ensure that complete records are kept for all procurement and ensure that goods purchased are delivered to the appropriate location/person.
    • Develop, maintain, and update a database of prequalified and preferred suppliers, ensuring all suppliers are appropriately accredited.
    • Keep proper records of service/ other contract documents with suppliers.
    • Keep proper records of tenders/bids in respect of purchases.
    • Responsible for maintaining all Procurement Dept. files in a professional manner.

Minimum Requirements:

Qualifications:

  • A Bachelor´s Degree in Procurement / or Supply Chain Management or any other relevant fields.
  • Knowledge of Donors´ policies, regulations, and compliances e.g. USAID, FCDO, GAC.
  • Registered with PSPT (Procurement and Supplies Professional and Technician Board).

Desired: 

  • PSPTB (Procurement and Supplies Professional and Technician Board) certified with CPSP (Certified Procurement and Suppliers Professional) or equivalent.
  • Knowledge of pharmaceutical procurement.
  • Knowledge of customs clearance and importation procedures.

Experience:

  • At least 3 years of handling all aspects of the procurement process for supplies, equipment, and services within a large organisation especially donor funded.
  • Demonstrated experience of strong negotiating skills and actively managing relations with suppliers.

Skills:

  • IT literate.
  • Working knowledge of Procurement systems.
  • Good communication skills in English & Kiswahili both verbal & written.
  • Highly numerate with experience of using this skill to get best value-for-money and cost-control.
  • Proven ability to interpret verbal, written and numerical data; must be able to handle a large amount of complex data with competing deadlines.

Personality/ Aptitudes:

  • Able to work under pressure and with minimum supervision.
  • Good interpersonal skills with the ability to communicate at all levels.
  • Positive to women seeking family planning services.
  • Be able to work on own initiative to achieve results.

Finance Officer, Dar es Salaam: (1) Position:

Job Purpose:

Reporting to Finance Lead, the Finance Officer will be supporting the overall financial management of Marie Stopes Tanzania. This will include ensuring the production of financial statements in accordance with IPSA’s and Tanzanian regulations, ensuring preparation of timely and reliable monthly management accounts and maintenance of the organisation’s general ledger. The Finance Officer will also assist MST’s Management Team in ensuring the integrity of the organisation’s management information systems and providing technical support.

Among the Key Responsibilities:

  1. Maintenance of MST general ledger:
    • Maintaining SUN accounting system for provision of accurate and timely information.
    • Preparing and submitting accurate financial reports on a timely basis in the specified format in compliance with MST’s and MSI’s Global financial policies and procedures. Others:
    • Ensuring timely and smooth external audits including responding to auditors’ queries and implementation of recommendations.
    • Ensuring an efficient and appropriate financial controls, policies and procedures are in place; and,
    • Any other duties as may be assigned to you from time by MST management. Key Responsibility: 2

Minimum Requirements:

Qualifications:

  • A professional qualified & certified Accountant (ACA, ACCA, CIMA, or CPA).
  • A Bachelor degree of Accountancy or equivalent qualification. Experience:
  • At least 3 years’ progressive experience with similar responsibilities with NGO(s).
  • Experience of financial management with Donors.
  • Experience of working in a busy and high pressure with multiple competing deadlines.

Skills/ Knowledge:

  • Excellent knowledge of accounting and financial management systems and reporting.
  • Ability to perform under pressure, handle heavy workloads; and meet stringent reporting deadlines.
  • Strategic thinker with excellent analytical skills.
  • Computer literate and hands-on experience with Excel and computerised Accounting Systems; knowledge of SUN System is desirable.
  • Able to communicate effectively at all levels. Excellent verbal, written and presentation skills.
  • Cross-functional team player.
