Position Summary 

Ifakara Health Institute seeks a qualified and experienced Research Officer. The Officer will perform laboratory testing required for the management of patients with HIV and or TB including comorbidities. The Officer will also deliver improved services in collaboration with hospitals, government authorities, and implementing partners, and collaborate within the existing research platform of the Kilombero and Ulanga antiretroviral Cohort (KIULARCO) and develop their own research agenda and research project(s).

Duties and Responsibilities

  • Perform laboratory testing on blood samples, biological fluids, and others (e.g. Full blood picture, chemistry, CD4, viral load, resistance testing, CrAg screening, culture, and others according to KIULARCO protocol and additional tests according to study protocols.
  • Perform maintenance and quality control on laboratory equipment.
  • Prepare a checklist for lab consumables and reagents.
  • Perform quality control measures and quality assurance of laboratory tests.
  • Enter data into the computer.
  • Freezing of samples for biobank, and organization of biobank.
  • Share knowledge and/or train team members as needed.
  • Participate in relevant national and international networks, meetings, and conferences.
  • Develop research projects, perform research, and write manuscripts.
  • Contribute to studies within KIULARCO and other IHI projects initiated through CDCI.
  • Attend all compulsory meetings, such as at CDCI and other IHI/hospital meetings, according to their profession.
  • Assist to plan, coordinate and support research activities organized by IHI and other partners.
  • Perform any additional task that may be assigned by the PL and/or Director of SFDRH.

Qualification and Experience

  •  Bachelor’s degree in Medical Laboratory and/or any other related field.
  •  At least two years of working experience.
  •  A certificate of registration as a health laboratory practitioner is an added advantage.

 Skills and Competencies

Position Summary

Ifakara Health Institute seeks a qualified and experienced Personal Assistant (PA) to the Chief Executive Director (CED). The PA will be responsible for providing high-quality support to the CED, while providing administrative support to the Chief Operations Officer, and the Director of Science, responsible for supporting preparations of all Board meetings, Committees of the Board and the Management Committee.

Duties and Responsibilities

  • Manage diaries and exercise judgment in arranging meetings on behalf of the CED to ensure that urgent and important matters are prioritized by checking diaries against each other.
  • Check meeting minutes on receipt to identify dates of future meetings, maintain awareness of dates of relevant conferences, and organize appropriate cover for meetings in the case of absence.
  • Understand the CED’s commitments and prioritize scheduled events or meetings.
  • Provide support to the CED during meetings, ensure timely availability of the meeting minutes, and matters arising and report on the status of follow-up actions.
  • Deal with highly confidential issues, recognizing such matters’ sensitivity and possible reputational implications and ensuring appropriate liaison with managers and other internal and external colleagues. This will include human resources-related issues concerning staff.
  • Maintain management meeting minutes and files confidentially.
  • Ensure the CED is fully prepared and briefed for meetings and travel, reviewing background information and producing drafts of documents and/or briefing papers.
  • Make travel arrangements for the CED, including all logistical and substantive aspects, sourcing tickets, and hotel booking.
  • Maintain Board meeting minutes and sub-committee minutes.
  • Manage internal and external contacts for the CED including making, receiving and screening telephone calls, processing incoming mail and e-mails, highlighting urgent and important items, and drafting replies or replying directly when required.
  • Manage the filing system of correspondence and other papers, review existing files, and organize long-term storage as required.
  • At all times when communicating, be responsive, polite, friendly, and efficient; the image of the Office of the CED represents the image of the IHI.
  • Organize financial arrangements including payment and reimbursement of funds on behalf of the CED, liaising with the finance office and external organizations as necessary.
  • Perform any other tasks as may be assigned by a supervisor.

Qualification and Experience

  • Bachelor’s degree or equivalent in Secretarial Studies; Business Administration; or Management.
  • Proven and extensive experience (not less than 6 years) in supporting a senior executive, including experience in organizing and streamlining the workload and timetable of a busy professional.

 Skills and Competencies

  • Excellent written English and good presentation skills, with a proven ability to draft and proofread documentation, including correspondence and briefing documents.
  • Efficient record keeping and records management.
  • Good oral communication skills, including confident presentation during meetings and the ability to communicate clearly with visitors from all parts of the world.
  • Excellent organizational abilities, ability to work under pressure, and ability to assess priorities, organize own workload without supervision, meet deadlines and initiate action, where appropriate
  • Ability to maintain complete confidentiality.
  • Experience in servicing committees and/or meetings, including taking minutes.

Job tittle: Administrative Officer (1 Post)

Position Summary

Ifakara Health Institute seeks a qualified and experienced Administrative Officer. The Officer will be responsible for managing the day-to-day administrative and transport activities in the branch and will be the key player to ensure smooth operations of the branch activities.

 

Duties and Responsibilities

  • Daily supervision of office attendants to ensure the office environment is kept tidy.
  • Daily recording of office consumables stock level and control system.
  • Liaise with procurement personnel for purchases of office consumables.
  • Process (ensure verification and approval) staff claims and suppliers’ payments before submitting the same to Accounts and branch managers for final approvals.
  • Liaise with the branch Accountant to ensure that branch expenditures are within the budget.
  • Maintain a good relationship with suppliers and partner institutes.
  • Handle collaborators’ relations.
  • Work with Project Administrators/Leaders on various project issues.
  • Approval of sick sheets and medical verification forms.
  • Responsible for semiannual and annual performance assessments of the direct reports.
  • Resolve conflicts at the branch level.
  • Liaise with the HQ Human Resources unit to ensure regular updates of the staff database.
  • Induct all new employees on branch-specific issues as per the IHI induction guide.
  • Follow up and verification of revenue income generating units’ invoices/bills.
  • Advise branch Manager on possible areas for revenue generation.

Keep track of all raised invoices and ensure timely billing.

  • Prepare reports for monthly revenue collection at the branch level.
  • Implement cost-cutting measures in all areas including electricity, stationaries, water, etc.
  • Work closely with Finance unit to ensure timely payment of all utility bills.
  • Supervise fleet Management (transport management) at the branch level.
  • Supervises drivers’ day-to-day activities by assigning duties. Monitor fuel usage in vehicles and generators in the branch. ● Be in charge of the transport and maintenance unit at the branch level.
  • Prepare a report for the fleet on motor vehicle fuel and maintenance costs on a monthly basis.
  • Request spares requested for servicing branch vehicles and generators in the system.
  • Supervise the movement of vehicles at the branch.
  • Raise invoices for motor vehicle hire, lease, and maintenance services.
  • Monitor fleet movement with the aid of a fleet tracking system.
  • Monitor fuel usage in generators and vehicles using Total fuel reports and tracking system Perform any other tasks assigned by a Supervisor.

Qualification and Experience

  • Bachelor’s degree in Public Administration, Business Administration, or Human Resources.
  • Not less than 3 years of experience doing administrative work.

Position Summary 

Ifakara Health Institute seeks a qualified and experienced Research Scientist. The researcher will support the implementation of a research project implanted at IHI. The project intends to study various methods of paying providers and draw some recommendations for improving payment methods in Tanzania – in an effort to reach universal health coverage (UHC).

Many countries including Tanzania are implementing various health financing reforms. One dimension where reforms are envisaged is around provider payment mechanisms especially in reimbursing health providers and facilities from health insurance funds.

Ifakara seeks a researcher (health economist) to join the project and support the implementation of the research project in data collection, data analysis, report writing, and dissemination.

Duties and Responsibilities

  • Review various grey and scientific literature, papers and reports on health financing in Tanzania and beyond.
  • Synthesize evidence from reviewing different literature.
  • Participate in developing data collection tools and testing.
  • Oversee all data collection activities and prepare fieldwork reports.
  • Work on quantitative data management and analysis related to health financing using STATA software and Excel.
  • Participate in writing reports, scientific manuscripts, and other outputs to disseminate results in technical working groups, and in local & international conferences. Perform any other duty assigned by his/her supervisor.

Qualification and Experience

  • Master’s degree in Health Economics or Economics specializing in health economics.
  • Knowledge and familiarity with data analysis and management using STATA software and Excel.
  • Experience in undertaking health-related research particularly on health financing.

Experience in health system reforms particularly health financing reforms.
