Climate Programme and Partnership Manager Role About?

The Climate Programme and Partnership Manager will play an important role in supporting the British High Commission’s objectives in the climate sector.

The position involves managing climate-related programme funding and overseeing different stages of the programme cycle, including mobilisation, implementation, contract management and closure. The successful candidate will also work with the UK Foreign, Commonwealth & Development Office (FCDO), government institutions, multilateral organisations, development partners, civil society and private-sector stakeholders.

Additionally, the role will involve using partnerships, UK expertise, international climate finance and private-sector investment to support climate and development priorities in Tanzania.

What Are the Main Responsibilities of the Climate Programme and Partnership Manager?

The successful candidate will be responsible for

  • Leading programme management activities in accordance with the FCDO Programme Operating Framework.
  • Managing programme cycles, risks, finances and relationships with implementing partners.
  • Developing and maintaining comprehensive programme delivery plans.
  • Building effective relationships with suppliers and delivery partners.
  • Working with government, multilateral and bilateral development partners, civil society and private-sector organisations.
  • Supporting the use of development assistance and non-programmatic approaches to achieve country-plan objectives.
  • Acting as a point of contact for programme management matters, including finance, supplier management, risk, communications, monitoring, evaluation and learning.
  • Applying relevant FCDO programme and financial management guidance.
  • Conducting and updating due diligence assessments to identify programme risks.
  • Working with commercial leads on contract management and value-for-money considerations.
  • Leading programme risk discussions and maintaining risk registers.
  • Using risk management tools covering due diligence, delivery chains, fraud and safeguarding.
  • Supporting revisions to programme results frameworks and theories of change.
  • Supporting the collection and analysis of programme impact and results data, including through field visits.
  • Contributing to annual and programme completion reviews.
  • Supporting the development of the British High Commission’s portfolio business case and delivery model.
  • Ensuring programme information is accurately recorded on relevant FCDO systems, including HERA, AMP and DevTracker.
  • Ensuring lessons learned from programmes are captured and shared across the mission.
  • Maintaining strong financial management, including forecasting and in-year budget management.
  • Working with FCDO headquarters thematic teams on centrally managed programmes in Tanzania.
  • Engaging FCDO Communities of Expertise to access relevant UK technical knowledge.
  • Managing relationships with multilateral organisations to leverage UK contributions in support of thematic priorities.
  • Supporting UK leadership by convening development partners around key priorities.
  • Engaging with the private sector to help mobilise investment.
  • Supporting Team Leaders and advisers in engagement with government officials.
  • Responding to requests for programme information and data.
  • Supporting the development of programme management and delivery capacity within the British High Commission.
  • Contributing to wider cross-mission corporate initiatives.

Requirements and Skills

  • Lead programmes effectively and understand the complete programme cycle.
  • Manage programme finances and budgets confidently.
  • Drive commercial outcomes and value for money.
  • Work effectively with suppliers and delivery partners.
  • Identify lessons from programmes and apply them to improve future delivery.
  • Build strong professional relationships with government, development partners, private-sector organisations and internal stakeholders.

The following experience would be advantageous:

  • Familiarity with the FCDO Programme Operating Framework (PrOF).
  • Experience using FCDO systems such as AMP and HERA.
  • Experience  managing different programme delivery arrangements, including contracts, accountable grants and centrally managed programmes.
  • Experience working with government, civil society, international development partners and the private sector.
  • Previous experience working in the climate sector.
