Vacancies  At  THINK TB & HIV Investigative Network-Sub Recipient Manager THINK is a non-profit organisation dedicated to improving the lives of those affected by TB and HIV/AIDS. As a health delivery and research organisation engaging with the local community, government and international funders, THINK has provided care to over 100,000 people in KwaZulu-Natal Province and carried out cutting-edge clinical research that has already contributed to changing TB Treatment Guidelines internationally and locally.

THINK is looking for a qualified candidate to fill the role of Sub-recipient Manager for a USAID-funded project aimed to strengthen the health care delivery platform for TB in the provinces of KwaZulu-Natal and Eastern Cape.

Duties and Responsibilities include but are not limited to:

The Sub-Recipient (SR) Manager will work under the direct supervision of Programme Key Personnel. The role will contribute to the project by ensuring the support and management of the sub-recipient(s). The SR Manager will assess the project activities and sub-award(s) for potential risks that may affect project deliverables and suggest remedial actions as required. He/she will administer all aspects of grants agreement management from planning to project close-out. Key responsibilities include assisting with monitoring of the sub-recipient activities to ensure they are in line with agreed goals and objectives. The SR Manager will also support the team through stakeholder engagement and work closely with the grant finance team and key-personnel to ensure compliance of the sub-recipient.

  • Provide support and oversight to sub-recipient by putting in place processes and operations to support the implementation according to approved work plan and set outputs.
  • Operate as a point of contact between the sub-recipient and the THINK Programme Support office on project performance and delivery
  • Ensure that sub – recipient’s procurement procedures comply with US Government regulations
  • Ensure sub-recipients and contractors comply with terms and conditions in the signed contracts/sub-awards
  • Initiate and administer yearly contract and sub-award modifications and approvals such as the lifting of specific conditions, scope adjustments, personnel changes, budget re-alignment, performance period and all related changes of sub-agreements
  • Coordinate and consolidate responses and requests to and from contracted clients and sub-recipients
  • Monitor and ensure compliance with all US Government Rules and Regulations and provide training as required
  • Collaborate with the THINK Finance department to prepare and update grants and subcontract pipelines to inform budget projections.
  • Train staff in standardised procedures for efficient sub-award management.
  • Assist with stakeholder management and relationships at district level
  • Be able to travel to Eastern Cape as required

Requirements

  • Bachelor’s degree in business administration, public health, international development or relevant/ related field (or commensurate experience)
  • At least 4 years of relevant work experience, at least 2 of which involve similar experience of operational management of projects.
  • Ideally should have at least two (2) years of professional experience in implementing public health programmes, preferably Tuberculosis and/or HIV
  • Extensive experience in the administration of USAID Contracts and Grants.
  • Extensive knowledge of US Government Rules and Regulations.
  • Possess skills necessary to formulate a risk assessment of individual sub-recipients’ portfolios.
  • Excellent planning and organisational skills as well as strong initiation skills with ability to manage daily tasks.
  • Ability to work independently in a fast-paced environment, assess priorities and manage a variety of activities with attention to detail.
  • Excellent at enforcing compliance.
  • Excellent communication skills (oral and written), editing, proof-reading and presentation skills.
  • Good computer skills (Microsoft Word, Excel and Outlook)
