What is the South African Qualifications Authority(SAQA)?
The South African Qualifications Authority (SAQA) is the oversight body of the NQF and the custodian of its values and quality character.
Functions of SAQA
The role of SAQA, as stipulated in the NQF Act, is to advance the objectives of the NQF, oversee the further development and implementation of the NQF, and co-ordinate the Sub-Frameworks. SAQA’s functions are set out in section 13 of the NQF Act, which, in summary, mandates SAQA to:
- Oversee NQF implementation and collaborate with the Quality Councils
- Develop and implement NQF policies and criteria
- Register qualifications and part-qualifications on the NQF
- Recognise professional bodies and register professional designations
- Undertake research and collaborate with international counterparts
- Maintain the National Learners’ Records Database
- Provide an evaluation and advisory service with respect to foreign qualifications

SAQA Extract from the National Learners` Records Database (NLRD)
The National Learners` Records Database (NLRD) is the management information system of the National Qualifications Framework. The NLRD holds records of education and training: qualifications and part qualifications (including unit standards) registered on the NQF; the NQF sub-frameworks and their related Quality Councils; the twelve organising fields and the subfields of the NQF; recognised professional bodies and professional designations.
To safeguard your personal information on the National Learners’ Records Database (NLRD), the South African Qualifications Authority (SAQA) has implemented a new procedure to request an extract from the NLRD.
To request your extract, please do the following;
- Complete and sign the attached consent form.
- Scan a certified copy of your ID Book/Card/Passport and the fully completed consent form.
(The certification should not be older than 3 months) - Attach and email the certified copy of your identification and consent form and send them to [email protected] with the subject “Extract from the NLRD”.
- A copy of your information from the NLRD will be sent to your designated email within 20 working days.
Please note: The extract is a copy of what is found under your name on the NLRD; it is not a certificate nor does it replace SAQA’s verification process. If you want a verification of all your qualifications, send a request to [email protected] with the subject “Verification Letter – Quotation” (include your name, ID number and copies of your qualification).

Why does SAQA evaluate foreign qualifications?
The purpose of the evaluation function is the recognition of foreign qualifications in terms of the South African National Qualifications Framework (NQF). SAQA derives this mandate from the NQF Act, 67 of 2008 (as amended) and performs the function according to the Policy and Criteria for Evaluating Foreign Qualifications within the South African NQF (as amended, 2017).
The function is an integral part of a national recognition value c
hain, as explained in the above Policy and Criteria. The focus of SAQA’s role is on the location of foreign qualifications within the NQF. For admission to study; professional licensing; and employment the specific internal criteria and requirements of other relevant institutions must be met.
Evaluation is a two-phased process by SAQA to:
1. Verify foreign qualifications by ensuring the following
- Issuing bodies are accredited/recognised in the national systems they operate in
- Qualifications are legitimately issued by those issuing bodies and part of the national qualifications of that country
- Qualifications documents are in order and awards claimed by individuals are genuine
2. Compare foreign qualifications with South African qualifications, considering the structure and outcomes of the foreign qualifications, to locate them within the South African NQF.
What are foreign qualifications?
A foreign qualification is issued by a nationally recognised institution and forms part of the national education and training system of a country other than South Africa.
According to SAQA a foreign qualification is not:
- Professional membership or a professional designation.
- A certificate based on a short course; or in-service training, a workshop or seminar, or workplace integrated learning which does not form part of the requirements to obtain a qualification.
- A South African qualification.
- None of the above should be submitted as a foreign qualification to be evaluated by SAQA
Who may apply for evaluation?
Only qualification holders (QHs) may apply for the evaluation of their foreign qualifications.
The above is to ensure that QHs are the prima facie owners of their applications and the outcomes thereof, including the protection of their private details and improved communication between them and SAQA. For this reason, SAQA will interact directly with QHs, and involve third parties only when they are the parents or legal guardians of the affected QHs.
QHs must register applications using their own, unique contact details.
SAQA is not responsible for third party administrative or financial assistance to QHs and does not regard such assistance as a part of its process. SAQA makes evaluation results available to third parties only when QHs authorise such collection in writing.
How to apply

- A Notice Section where SAQA will always post important alerts;
- The current tarrifs as approved by the SAQA Board;
- Payment per qualification submitted for evaluation;
- How payment can be made;
- How to compile and submit documents After you have created an online profile
- What happens with results:
– When results are ready, SAQA will also inform applicants of the electronic SAQA Certificate of Evaluation available to them - Processing time and delay; and
- Recognition decisions and the right to appeal.

The SAQA Certificate of Evaluation
The SAQA Certificate of Evaluation (SCoE) indicates the recognition decision taken by SAQA in respect of a foreign qualification and the comparability of that qualification with a South African qualification registered on the NQF.
- SAQA holds the copyright to the SCoE and it remains the property of SAQA.
- SAQA reserves the right to revoke the SCoE if any evidence comes to light that compromises its integrity and validity. Revocation takes place in accordance with the SAQA Foreign Qualifications Evaluation and Advisory Services Revocation Policy.
The SCoE has several security features, as specified below. Therefore, it is important to always insist on seeing the original SCoE and to look for the following:
- The new SAQA Certificate of Evaluation Security features on the front of the certificate (Page 1)
- The new SAQA Certificate of Evaluation Security features on the front of the certificate (Page 2)
- The new SAQA Certificate of Evaluation Security features on the back of the certificate
- The new SAQA Certificate of Evaluation The contents on the back of the certificate
SAQA also issues an electronic SCoE under certain conditions. Eligible applicants will be informed of this at the time of issue.

SAQA Appeal Process
Recognition decisions: appeal and revocation
SAQA has a mandate to evaluate foreign qualifications in terms of Section 13(1)(m) of the National Qualifications Framework Act, 67 of 2008. The evaluation process includes two phases:
(1) Verification (authenticate the status of institutions and the qualifications offered by them; and investigate the authenticity of qualification documents and the awards made to individuals); and
(2) Comparison of foreign qualifications with South African qualifications, considering the structure and outcomes of the foreign qualifications, to locate them within the South African NQF.
The evaluation process is concluded by one of two decisions; each of which is reached after the verification phase:
- Decision A , to recognise a qualification. This decision leads to the comparison phase, which results in the issuing of a SAQA Certificate of Evaluation (SCoE ) indicating how the qualification is recognised in terms of a comparable South African qualification registered on the NQF.
Please note that :
° SAQA holds the copyright to the SCoE, which remains the property of SAQA.
° It is illegal to misrepresent a SCoE.
° SAQA reserves the right to revoke the SCoE if any evidence comes to light that compromises its integrity and validity. Revocation takes place in accordance with the SAQA Foreign Qualifications Evaluation and Advisory Services Revocation Policy (2016).
- Decision B , to not recognise a qualification. This decision is communicated to the applicant in a letter and reasons for the decision provided.
Qualification holders can appeal against either Decision A , or Decision B. A two-stage appeal process is in place to resolve appeals. This process is based on the SAQA Foreign Qualifications Evaluation and Advisory Services Appeal Policy (2016), which also outlines the steps to be followed by appellants.
A fee is charged for appeal. This fee is refunded when an appeal is upheld. The current fee is indicated in the Appeal Registration Form

Verification of South African Qualifications
How do I communicate with SAQA for verification services?
All communication for verification services should be done electronically:
- Clients that have a legal contract with SAQA for verifications must send an email to [email protected]
- Individual requests for verification letters must be sent to [email protected]
No emails should be sent to individual SAQA staff members as this results in duplication and lengthens the verification process.
What is an Extract from the National Learners’ Records Database and how different is it from a Verification Letter?
An extract from the National Learners’ Records Database (NLRD) is a copy of the information recorded under your name on the NLRD. It may not contain all the qualifications or part-qualifications you obtained. SAQA strives to keep the NLRD up-to-date.
Qualifications and part-qualifications are only recorded on the NLRD after they have been quality-assured and authenticated. An Extract from the NLRD is not a verification as it may not contain all your achievements.
How long does it take to verify a South African qualification?
Verification takes from 2 to 20 working days depending on the priority selected and availability of the record on the NLRD. The standard for verification is to find a result within 20 working days where after the request will be closed as “inconclusive”. You will pay the discounted tariff if it takes longer than the requested priority to finalise the verification.
SAQA receive data from all registered education institutions and can find the achievement record with fieldwork even if it is not recorded on the NLRD yet. However, some qualifications are difficult to verify as they are stored in archives.

Are qualifications that are registered at the same National Qualifications Framework (NQF) level considered equivalent?
Although qualifications are registered at the same NQF level, they cannot be considered equivalent. The levels, however, do indicate similar learning outcomes of the qualification and the expected cognitive ability of the learner after the learning intervention.
Are qualifications registered at National Qualifications Framework (NQF) level 4 equivalent to the National Senior Certificate?
A qualification at NQF level 4 or higher is not equivalent to the National Senior Certificate. There are various avenues one can take to attain a school-leaving certificate:
- Complete the National Senior Certificate

- Complete the National Certificate Vocational (NCV)

Is the National Diploma equivalent to the National N Diploma?
Both the National Diploma offered by Universities of Technology (UoTs) and the National N Diploma offered by Technical and Vocational Education and Training (TVET) colleges are registered at NQF level 6. While both are registered at the same NQF level, they are not equivalent as each qualification has a specific purpose and exit-level outcomes.
Please note that the National Diploma articulates to the Bachelor of Technology at NQF level 7, and the National N Diploma articulates vertically with a Bachelors Degree at NQF level 7 in the related field, and horizontally with a Diploma or Advanced Certificate at NQF level 6.

How can I study further if I did not pass matric or receive an exemption?
A matriculation exemption is a legal requirement for first-degree studies at a South African university. Students who did not pass Senior Certificate with endorsement are required by law to apply for a matriculation exemption through the Matriculation Board.
International students wishing to register for first-degree studies in South Africa must have their school qualifications evaluated by the Matriculation Board that will then issue a certificate of exemption to those who qualify.
A certificate of exemption is issued on application to prospective students who have obtained a Senior Certificate without endorsement or equivalent foreign school-leaving qualification, who meet the requirements of the published regulations and wish to pursue first-degree studies at a South African university.

What is a learnership?
A learnership is a learning programme registered with the Department of Higher Education and Training, which consists of a structured learning component, a practical work experience component of a specified nature and duration, and which leads to a qualification registered on the National Qualifications Framework that is related to an occupation. It is based on an agreement entered into between the learner, the institution and the employer.

Where can I find a list of providers that offer qualifications and skills programmes?
Training providers are required to register with the Department of Higher Education and Training. Training providers must also be accredited to offer registered qualifications and skills programmes by the relevant Quality Councils (QCs).
The three QCs are the:
- Council for Quality Assurance in General and Further Education and Training (Umalusi) for general and further education and training qualifications
- Quality Council for Trades and Occupations (QCTO) for work-based qualifications

What is articulation?
Articulation is the process of forming possibilities of connection between qualifications and/or part-qualifications to allow for vertical, lateral and diagonal movement of learners through the formal education and training system and its linkages with the world of work. It is for this reason that qualifications are designed with articulation options. However, these articulation options are guidelines as learners are still required to meet institution and programme specific admission requirements.

What happens to the students that are currently completing their National N Diploma and Bachelor of Technology (BTech) qualification since it has been phased out?
It is important to note that qualifications do not lose their currency even if they are phased out. Students that are currently doing their National N Diploma will be able to progress to the Advanced Diploma. Students who have successfully completed the BTech will be able to progress to higher qualifications, subject to each institution’s progression and articulation rules.

The verification result can be in the form of a letter to be legalised by the Department of International Relations and Cooperation to enable an employer to make an appointment.

How long does it take to verify a South African qualification?
Verification takes from 2 to 20 working days depending on the priority selected and availability of the record on the NLRD. The standard for verification is to find a result within 20 working days where after the request will be closed as “inconclusive”. You will pay the discounted tariff if it takes longer than the requested priority to finalise the verification.
SAQA receive data from all registered education institutions and can find the achievement record with fieldwork even if it is not recorded on the NLRD yet. However, some qualifications are difficult to verify as they are stored in archives.

How do I communicate with SAQA for verification services?
All communication for verification services should be done electronically:
- Clients that have a legal contract with SAQA for verifications must send an email to [email protected]
- Individual requests for verification letters must be sent to [email protected]
No emails should be sent to individual SAQA staff members as this results in duplication and lengthens the verification process.

What is an Extract from the National Learners’ Records Database and how different is it from a Verification Letter?
An extract from the National Learners’ Records Database (NLRD) is a copy of the information recorded under your name on the NLRD. It may not contain all the qualifications or part-qualifications you obtained. SAQA strives to keep the NLRD up-to-date. Qualifications and part-qualifications are only recorded on the NLRD after they have been quality-assured and authenticated. An Extract from the NLRD is not a verification as it may not contain all your achievements.

I have obtained a qualification through RPL. Can I get the transcript from the National Learners Records Database (NLRD)?
A transcript is normally obtained from the institution where a learner has completed his/her qualification. A transcript provides a descriptive record of the learning achieved at the institution, whether or not a qualification has been awarded. A transcript should contain information which is also available on the (NLRD) at the South African Qualifications Authority (SAQA). However, an institution could issue a transcript supplement which provides a description of the nature, level, content and, where appropriate, the context of the studies pursued by a learner and assessed by the institution (Source: The Higher Education Qualifications Framework 2013: par 55, 56).

The Higher Education Act (No. 101 of 1997) gives institutions of higher learning the right to determine their general and programme-specific admission requirements.

I have no qualification but have been working in the field for ages and would like to be an assessor.
Assessors need to pass the relevant assessors course and be a subject matter expert for the qualification and/or part-qualification they want to assess. Expertise is usually connected to a relevant qualification or years of experience and knowledge gained in a field or occupation. You should approach the relevant QC or SETA to apply for registration in a specific sector once you have completed the assessor training and registered with the Education, Training and Development Practices (ETDP) SETA as an assessor.
