The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Regional Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Region Business Group is organized through regional representations covering the National Societies (NS) in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Sudan, Republic of South Sudan, Niger, Liberia, Guinea, Sierra Leone, Somalia and Zimbabwe.
The Southern Africa Country Cluster Office based in Centurion covers 10 countries (Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia and Zimbabwe).
Job purpose
Reporting to Head of Cluster, the Senior Health Officer will:
- Act as a focal point for Health and WASH in the Southern Africa Cluster Office.
- Provide ten National Societies regular and quality technical support for community health and epidemic response (including COVID-19)
- Manage Health and WASH sector programming in Southern Africa
Job duties and responsibilities
The Senior Health Officer is responsible for:
- Support the monitoring of allHealth operation developments and coordinate all the health activities closely with the National Societies and other stakeholders in Southern Africa
- Contribute to the Health plan implementation of National Societies in Southern Africa
- In close collaboration with the Head of Cluster/Regional Health Coordinator for Africa, the Senior Health Officer will provide overall leadership and management, ensuring that the Health sector interventions are managed in line with operational plans and in compliance with National Societies in Southern Africa, IFRC and donor requirements.
- Provide technical support to National Societies in their health health programming and to the cluster to systematically incorporate appropriate Public health response into Emergency Appeals and DREFs.
- Promote the use of IFRC tools and approaches; Community Based Health and First Aid CBHFA, Epidemic Control for Volunteers ECV, Community Based Surveillance CBS and Community engagement and accountability CEA in NS health programmes.
- Contribute to ensure that programme implementation is managed through structured, updated work plans, spending plans, indicator tracking sheets and approved monitoring & evaluation tools
- Provide technical support to NS health focal persons to ensure effective and high standard delivery of the health sector activities
- Ensure effective linkages, communication and collaboration with the relevant colleagues internally within the Movement as well as with external partners including international organisations and donors.
- Produce financial and narrative Reports in accordance with the donors reporting requirements
- Seek to expand financial support to NSs and develop concept notes, proposals and funding requests
- Manage and monitor health and WASH programming in Southern Africa and arrange for technical support /quality assurance /monitoring field visit
- Identify National Societies capacity development needs and ensure that National Societies have appropriate training
- In collaboration with the Head of Cluster/Regional Health Coordinator for Africa, the Senior Health Officer will contribute to the development and monitoring of the cluster budget and resource allocation and utilization and good financial management
- Monitor regional and national epidemiological data, health indicators and disaster patterns for analysis and early detection disease outbreaks and/or epidemics. Provide technical guidance, and participate in planning and supporting public health response emergency operations in close collaboration with the DM department.
