According to the ministry of education, schools will be able to readily access the monies provided to them by the government for the school food program through the use of the School Data Management System (SDMS).
The approach would address the issue of certain schools experiencing delays in obtaining cash, according to Gaspard Twagirayezu, the Minister of State in Charge of Primary and Secondary Education.
He continued by saying that the SDMS system enables head teachers to keep track of every student they educate, and the Ministry of Finance and Economic Development can readily access the system to determine how much funding is given to each school.
For instance, Twagirayezu said, “Every quarter we have to re-evaluate the number of students and how much money to send to the schools, which occasionally takes a long time and delays the funding. But, the problem will be resolved by consistently working with the ministry of finance.
The school meal program is estimated to cost around Rwf6.7 billion during the second semester of the academic year, which began this week on January 10.
But, parents must participate in the program as well in order for it to work successfully.
According to his words, “with the beginning of the new term, we are urging schools to consistently express to parents the necessity of contributing,” parents are urged to make contributions in accordance with their financial capabilities.
“We won’t set restrictions on the kind of contributions. For instance, although the parents are unable to have money, they can still provide the school with food as payment, he continued.
The Rwandan government has allotted more than Rwf27 billion for the fiscal year, with parents required to give an additional Rwf94 per student every meal. The government support consists of Rwf56 per day as a contribution to each student’s food while at school.
The headmistress of Groupe Scolaire Mwanza in Huye District, Donata Akayezu, stated that they had previously experienced funding delays when the program had been expanded to include primary schools.
She is confident that the problem will be solved with the new system.
