Education and Training Authority (merSETA), have initiated a
collaborative project that seeks to address the development of an
integrated national digital ecosystem which is interoperable and can be
used for effective skills planning and provisioning.
The purpose of
the project is to establish an integrated digital ecosystem that will
strengthen, integrate, coordinate and improve efficiencies in the
governance and management of the post-school education and training
(PSET) system. Its main objective is to ensure that data sets are
interoperable, well synchronised and used effectively as sources of
information for planning and improving efficiency in the PSET system.
Phase 1 of the project has been completed and involved a situational analysis of the PSET sector, a mapping study and a feasibility report. A condensed version of the reports will be released in early 2020, and will also be made available to shortlisted service providers.

In this context, we are seeking to appoint a Consultant who will be responsible for planning and management of the overall merSETA ecosystem programme (including coordination, integration, managing resources, implementation ) of the Technology, Information and Knowledge Management Programme (inclusive of data and records management ) at the merSETA. The Programme Management Consultant will work within a dedicated project team comprising of the Change Management Consultant and Data Specialist.
The Consultant will be contracted to work a maximum of 160 hours a month for a period of 2 years (renewable based on performance and project funding/requirements).
Desired qualifications and experience
- A relevant degree in Information Technology, Information Systems, Business Management or equivalent
- 5 years’ experience in ICT project management
- Project management certification
- Sound knowledge of project management methodologies and tools deployment
- Experience in leading complex ICT projects
- Knowledge of the SETA environment and relevant legislation

Duties & responsibilities
- Develop a project implementation plan for the Technology, Information and Knowledge Management Programme (inclusive of data and records management ) at the merSETA
- Manage the project resources in order to deliver project goals and objectives
- Contribute to the development and the effective management of the project budget
- Manage the quality of deliverables in line with predefined quality standards, procedures, SLA’s and project implementation plan
- Reporting and tracking of project milestones
- Manage service providers/vendors to ensure that projects are delivered on schedule and within budget
- Implement governance and compliance procedures and processes effectively to identify and manage project risks
- Assist the change manager to create and implement the change management strategy to increase adoption and reduce resistance
- Assist in facilitating training programmes aimed at creating awareness, educating staff and other stakeholders to prepare for change, reduce resistance and increase adoption of changes
- Assist in developing a communication plan and stakeholder engagement strategy for the project
- Develop and maintain relevant project documentation in accordance with the project procedures and methodologies to effectively support project delivery as well as comply with governance and audit requirements
