Background
UNICEF’s Strategic Plan 2018-2021 outlines a commitment to promote and protect the physical, mental, and social wellbeing of adolescents. UNICEF currently has a partnership with AstraZeneca (AZ) with the aim of catalyzing a global advocacy movement led by young people to promote healthier lifestyles and make Non-Communicable Diseases (NCDs) prevention a government priority. Towards this end, UNICEF is working across Eastern and Southern Africa Region, East Asia and Pacific Region, and Latin America and the Caribbean Region to build awareness of young people and policy makers on NCD risks and burdens; empower young people with the information and skills to influence policy and demand accountability for their health and well-being at local, national and global levels and work with young people and government leaders to develop and enforce public policies aimed at NCD prevention among adolescents.
UNICEF South Africa has been working with the government through the National Food and Nutrition Security Steering Committee coordinated by the Department of Planning, Monitoring and Evaluation at the Presidency to improve the nutritional status of South African children and adolescents by fostering collaboration amongst key actors inside and outside government. In line with creating awareness amongst adolescents and youths on NCDs modifiable risk factors, UNICEF South Africa is partnering with the National Department of Health for the annual National Nutrition Week and National Obesity Weeks (NNOWs) to create awareness among adolescents and youths about obesity and the importance of healthy eating. The current global pandemic of COVID-19, and measures taken to reduce its spread, have disrupted food environments in the country which also affected the quality of diets.
The NNOW seeks to encourage consumers to make healthy, affordable food choices during and after the COVID-19 pandemic. The theme for the NNOW 2020 is “Good Nutrition for Good Immunity”. Amongst the target groups identified for the campaign are adolescents and youths who will be targeted through various platforms on key messages on better food choices to prevent NCDs and obesity. Therefore, this campaign is aligned with the UNICEF strategic plan and the multi-sectoral National Food and Nutrition Security Implementation Plan strategic objective number five which talks about “influencing people across the life cycle to make informed food and nutrition decisions through an integrated communications strategy”, wherein special emphasis is placed on food and nutrition security for vulnerable groups such as children under 5 years, school-going children, adolescents and youths.
Justification
Improving food systems to work for children and adolescents is one of the priorities of the National Food and Nutrition Security Implementation Plan. The National Nutrition Week and Obesity Week campaign plays a critical role in influencing consumers behaviors to interact and influence the food environment to improve the quality of diets. Empowering adolescents and youths through targeted campaign such as NNOW will go a long way in empowering them to become influential in policy initiatives aimed at addressing the modifiable risks of NCDs with specific reference to diets and physical activity.
The Consultant will assist UNICEF South Africa Country Office to support the National Department of Health in implementing the NNOW media campaign through the development of media content derived from the key messages for the campaign. This will include the conceptualization and production of videos for social media and radio content to communicate key messages for the campaign targeted to adolescents and youths.
Scope of Work Goal and Objective: Under the supervision of the Nutrition Specialist, and in close coordination with the National Department of Health, the consultant will conceptualize and develop two videos of 1 minute each for social media and two Radio Public Service Announcements (PSA) of 30 seconds each based on the NNOW key messages.
Activities and tasks:
- The first video will feature a female ambassador/influencer communicating key message for the campaign.
- The second video will feature a male ambassador/influencer communicating key messages of the campaign.
- The first radio PSA will feature a female voice communicating key messages for the campaign.
- The second radio PSA will feature a male voice communicating key messages of the campaign.
Key Deliverables
- Conceptualization of video content and radio content and script.
- Create a storyboard based on the approved script
- Production of 2 X scripted videos for social media of 1 minutes each.
- Production of 2 x scripted radio PSAs of 30sec each
- Translation of caption in selected official languages.
- Support finding communication channels to send out the videos.
- Securing airtime in popular radio stations.

Payment Schedule
Please see Payment Schedule under section on Key Deliverables. Payment is dependent on each deliverable being completed to a high standard (satisfactory completion) as vetted by the Health and Nutrition section of UNICEF.
Desired competencies, technical background and experience
- A first university degree, preferably in journalism, communication, media, photography or any similar field.
- At least a minimum of five years of experience in the conceptualization and production of scripted videos for social media and scripted radio PSAs, from creative to production and delivery.
- Experience in working with international development organizations and/or or government agencies (i.e.government ministries, local governments, etc.).
- Proven copy writing and editing skills.
- Demonstrated planning and organizational skills.
- Ability to produce high quality scripted videos for social media on tight deadlines.
- Ability to respond to multiple demands including within a changing environment. Innovative and resourceful mindset to make solutions work in adverse conditions.
Language Proficiency
Fluency in English (verbal and written).
Conditions
- Remote work with constant contact with the supervisor and team at the National Department of Health and UNICEF. The consultant will be expected to participate in national coordinating technical working group meetings to provide feedback and present the deliverables for ratification.
- Due to the COVID-19 situation, travel will be limited but as the situation evolves travel may increase, including face to face work, all of which will be conducted according to risk assessments and staff / community duty of care.
- The service provider will undertake to keep the contents of the developed materials, whether in draft or in final format, confidential and not publish it or any part thereof either in print or electronically, or share it as a sample of work, prior to the public dissemination of the materials, without the prior written permission of UNICEF.
- Standard procedures in the delivery of the products Copyright of film and all raw materials belongs to UNICEF. All materials in support of the implementation of the task will be provided to UNICEF office upon assignment completion of said.
- As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
- The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
Risks
The risks to this project are minimal and not internal to the nature of the assignment. However, consultations with sector departments and stakeholders often take time and this may delay the delivery of the comments to the consultant. Also, consultations impose further time obligations as UNICEF needs to timely engage and recommend the proposed to the delivered products.
To reduce risks associated with the delay caused by the review process, UNICEF will attempt to liaise and communicate with the department and the technical working group without any delay and will also immediately attend to any feedback received during the consultation process. This should maximize UNICEF’s interaction with the department and other stakeholders and ensure that work can be completed on time.

Final adjudication of bid proposals will weigh the Technical Proposal score against the Financial Offer using an 80% to 20% proportion.
Technical Submission should include:
- Overview of the proposed methodology for the project.
- Options for technical specifications for the project.
- CVs of the core team members including references.
The budget should be detailed and structured along the phases of the project for clarity.
