OBJECTIVES OF THE PROGRAMME
The general objectives of the Accounts and Finance Management (AFM) unit are to provide effective budget and finance support services to WHO programmes and administration as well as support the management of financial assets of the organization in the Africa Region in compliance with organization-wide policies and procedures.
PURPOSE OF THE POSITION
To support the planning, design, implementation, management and continuous enhancement of data analytics solutions in order to improve the effectiveness of operational support to Global Polio Eradication Initiative and other programs while strengthening compliance with WHO rules and regulations. Key objectives of the position include: 1) To simplify and improve the effectiveness of operational processes through Robotic Process Automation and other relevant technologies; 2) To accelerate decision making by providing near real time financial information through advanced analytics techniques.
DESCRIPTION OF DUTIES
• Support the Head of Assurance and Control in defining and articulating the data analytics vision and strategy.
• Implement and configure data analytic solutions.
• Proactively and systematically identify time intensive and repetitive but critical tasks/processes that would most benefit from automation. Leverage robotic process automation and other relevant technologies to increase efficiency by automating these tasks/processes and free up time and resources to perform work of a more strategic nature.
• Work with various internal clients to understand business objectives; determine analytics approach and data requirements; extract, aggregate and analyze large volumes of disparate data from multiple sources using advanced analytics techniques to generate clear, timely and reliable dashboards/reports tailored to end users’ needs to enable faster facts-based decision making.
• Support the continuous improvement of data analytics through the development and enhancement of policies, procedures, guidelines, tools and systems while ensuring that adequate levels of innovation and automation are applied.
• Keep abreast of new developments in the data analytics industry, assess the feasibility of further improvements, propose innovative approaches adapted to the context of the Region to simplify and fast track operational processes while strengthening compliance with WHO rules and regulations and enhancing value for money for the organization.
• Support and facilitate capacity development activities of staff members on data analytics through training sessions, workshops and presentations.
• Prepare reports for Country Offices, Regional Office and HQ as may be required.
• Perform special reviews and other tasks assigned by the Head of Assurance and Control.
REQUIRED QUALIFICATIONS
Education
Essential: University first degree in Information Systems, Computer Science, Information Technology, Business Administration, or Accounting.
Desirable: ACL Certified Data Analyst (ACDA). Advanced University degree (Master’s) in a relevant field (as identified above).
Experience
Essential: A minimum of two years of practical experience in data analytics. Experience with relevant data analytics tools eg ACL, IDEA, SQL, SAS, or similar
Desirable: Knowledge of WHO AFRO project management approach and tools.
Skills
• Excellent organizational skills with the ability to multi-task, proactively identify and solve problems.
• Excellent analytical skills.
• Skills in organizing and delivering training programs on data analytics.
• Excellent written and oral communication skills, with proven ability to produce high level quality reports for decision makers;
• Advanced skills in Microsoft Office Package.
• Knowledge of Oracle e-Business Suite.
• Specific Work Requirement: Up to 50% travel is required

REMUNERATION
WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 47,895 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
