A football team called Simba Sports Club is headquartered in Kariakoo, Dar es Salaam, Tanzania.

The club, which split off from another Tanzania Giants team, Dar Young Africans, was founded in 1936 and was given the moniker Queens in tribute to Her Majesty, the Queen of England. The club’s name was Queens, Eagles, and Sunderland for a while. They were nicknamed Simba in 1971. (Swahili for “Lion”).

Simba SC has won five national championships, five league championships, and multiple CAF Champions League appearances. Their six CECAFA Club Championship victories make them one of the biggest clubs in East Africa.

The Benjamin Mkapa Stadium serves as the site of Simba’s home games. With 1.9 million followers, an 89 percent increase from the year before, and the fastest growing Instagram account among football clubs in 2022, Simba was the most popular account.

TFF INTERMEDIARIES REGULATIONS,GUIDANCE AND FORMS

Following the 64th FIFA Congress’s adoption of various required revisions to the FIFA Statutes and the Regulations Governing the Application of the FIFA Statutes, new regulations on working with intermediaries superseded the FIFA Players’ Agents Regulations. The FIFA Executive Committee earlier adopted the new regulations at its meeting on March 21, 2014, and they became effective on April 1, 2015. The new laws present a novel strategy based on the idea of intermediaries.

The reform process

In order to solve many shortcomings with the licensing system established under the FIFA Players’ Agents Regulations, the 59th FIFA Congress decided to start an extensive overhaul of the current players’ agents system in 2009. These challenges included:

Due to ineffective licensing of players’ agents, numerous international transfers were completed without the aid of licensed agents.
Even transfers completed using licensed agents were frequently opaque and hence impossible to verify.
The distinctions between club representatives and players’ agents, as well as their different financial obligations, are unclear.

The review’s objective was to suggest a new, more open system that would be simpler to manage and put into place, leading to better national enforcement. To address this change, the FIFA Committee for Club Football established a subcommittee made up of pertinent parties from the football community, such as member organizations, confederations, clubs, FIFPro, and professional football leagues. A set of proposed laws based on the idea of intermediaries was created by the subcommittee, along with Intermediary Declarations that each intermediary who participates in a transaction on behalf of a player or a club must sign. It was determined that the new Regulations on Working with Intermediaries would replace the existing FIFA Players’ Agent Regulations on 1 April 2015 after the FIFA Executive Committee’s approval in March 2014 and the 64th FIFA Congress’ adoption of changes to the FIFA Statutes.

The new approach

The new framework offers a framework for stricter control and supervision of the transactions connected to the transfer of football players in order to promote transparency, but it does not regulate access to the activity. A registration system for intermediaries who represent players and/or clubs in negotiating employment contracts and transfer agreements is part of the regulatory strategy used to accomplish this. Minimum standards and requirements have also been introduced. They want to provide players and/or clubs the freedom to work with whichever intermediary they want as long as they meet certain requirements, adhere to best practices, and uphold certain fundamental principles. On 1 April 2015, this new regulatory strategy will replace the present licensing framework. Important components of the new laws

For international transfers, additional information must be entered into FIFA’s Transfer Matching System. Transparency: complete disclosure and publicity of the compensation and payments given to intermediaries as a result of the transactions in which they are involved.
Payment of middleman fees: determining who is liable for doing so (clubs or players), as well as how much is paid to intermediaries.
Conflicts of interest: full disclosure of all parties’ interests, if any, in the event of a conflict.
Protection of minors: refusal to pay commission if the player is underage.

FORMS

A Club (defined as any club that is registered or connected with TFF, one of its member federations, or an association affiliated to one of its member federations) and/or Player may employ an intermediary for payment or without charge in a “Transaction.”
