The goal of the education transformation plan was to increase the quality and accessibility of education across the country, hence the Jamaica Teaching Council (JTC) was founded. Its main objective is to elevate the teaching profession to a profession. The Council promotes teaching as a career, with the ultimate objective of making teaching the profession of choice.

The Task Force on Educational Reform Report (2004), which outlined the critical role of teachers in raising students’ success levels, served as the impetus for the creation of JTC. More specifically, the study emphasized the need for policies that will guarantee a high-quality, high-performing teaching profession as well as increased responsibility of educational staff. In the administrative and management framework of the educational system, the report also noted the current restrictions on the teaching profession.
