POSITION OF DEPUTY EXECUTIVE SECRETARY (P5)
1.0Â Â Preamble
Job Opportunities At Inter-University Council for East Africa (IUCEA) April 2022 The Inter-University Council for East Africa (IUCEA) is a strategic institution of the East African Community (EAC) responsible for coordinating the development of human resources and research in the region. IUCEA is charged with a number of responsibilities among them being to coordinate academic and research activities jointly undertaken by Partner states and member university institutions. The main objectives of IUCEA are to (i) facilitate networking among universities in East Africa, and with universities outside the region; (ii) provide a forum for discussion on a wide range of academic and other matters relating to higher education in East Africa; and (iii) facilitate maintenance of internationally comparable education standards in East Africa so as to promote the region’s global competitiveness in higher education.
In order to fulfil its current mandate and to position the Council to meet all its objectives and planned activities, IUCEA now wishes to recruit a Deputy Executive Secretary to take over from the current one whose contract will end on 30th October 2022.
2.0 Â Â Â Â Institutional Background
IUCEA is an EAC institution whose mission is to promote strategic and sustainable development of higher education systems and research for supporting East Africa’s socio-economic development and regional integration. Its vision is to become an EAC strategic institution responsible for promoting, developing and coordinating human resources development and research. The headquarters of IUCEA are in Kampala, Uganda. IUCEA operates under an Act enacted by the East African Legislative Assembly in 2009.
3.0Â Â Position of Deputy Executive Secretary
The position of Deputy Executive Secretary of IUCEA is due to fall vacant on 1st November 2022. The position is occupied on rotational basis among EAC Partner States. This is the time for the  United Republic of Tanzania to provide a Deputy Executive Secretary. Therefore, applications for the position of Deputy Executive Secretary of IUCEA are invited from nationals of the United Republic of Tanzania who meet the requirements as indicated below.
4.0Â Â Functions
The Deputy Executive Secretary is the Deputy Chief Executive Officer of the Inter-University Council for East Africa.
5.0Â Â Key Duties and Responsibilities
(a)Â Provide effective deputization for the Executive Secretary;
(b)Â Ensure effective and professional coordination of Inter-Universities meetings as will be held from time to time;
(c) Ensure timely preparations and successful implementation of IUCEA’s Annual Work Plans in all areas;
(d)Â Provide leadership in the preparation of quality proposals for funding by relevant organizations;
(e)Â Ensure effective initiation of linkages and partnerships with local and international institutions and organizations;
(f)Â Â Provide effective leadership to professional and technical staff;
(g)Â Ensure timely preparation and presentation of quality reports/proceedings for projects/programmes and meetings;
(h) Ensure that Minutes of IUCEA’s meetings are professional and timely prepared;
(i)Â Â Coordinate the administration process of performance contracts for all staff;
(j)Â Â Support the implementation of quality assurance systems in member Universities;
(k)Â Supervise the implementation of 5-year Rolling Strategic Plans and annual operational work plans by all staff;
(l)Â Â Perform any other duties that may be assigned by the Executive Secretary.
6.0Â Â Experience and Professional Qualifications
(a)Â Â Should hold a PhD from a recognized University;
(b) Should have 10 years’ experience working in an academic and/or research institution;
(c) Should have a Minimum of 5 years’ experience in leadership and management position such as Dean/Director, Principal, Deputy Vice-Chancellor, Vice-Chancellor or equivalent positions;
(d)Â Should demonstrate competence in research and publications;
(e)Â Should have experience in managing Human Resources matters;
(f)Â Â Should have experience in managing financial resources including donor funds;
(g)Â Should have a functional and practical working knowledge of ICT and its applications;
(h)Â Should have the capacity to initiate networks and lead teams of workers in a complex and sensitive multi-cultural/sectoral environment;
(i)Â Â Should be able to work on multiple projects and programmes;
7.0Â Â Tenure and Salary
As per the IUCEA Act 2009, the successful applicant for this post will serve on contract for a period of three (3) years renewable once for a further final term of 3 years upon satisfactory performance.

 Duties and Responsibilities
- Coordinating cooperation among higher education institutions in the Community and with foreign institutions having similar objectives
- Managing of the Staff Mobility programme involving academic staff visiting universities in the different EAC Partner States to provide services: teaching, research, community engagement and external examination
- Facilitating the development of academia-private-public partnership framework
- Facilitating the development of regional programmes to enhance teaching, research and services to the community
- Monitoring and evaluating implementation of programmes and projects
- Coordinating the development of strategies for adequate investment in higher education in East Africa
- Initiate the establishment of relationships at the highest level with recognized institution with similar objectives to develop strategic partnerships and alliances
- Mobilizing funds from local and international sources to support higher education and research programmes and projects in the Community
- Promoting and supporting staff and student exchange programmes regionally to promote regional integration and internationally to strengthen internationalization of higher education
- Promoting gender balance and mainstreaming in higher education institutions in the Community
- Guiding and coordinating universities and higher education stakeholders on implementation and improvements of instruments for enhanced enrolment and mobility of students through effective Fees Structures Systems, such as the current Fees Structure Model for EAC Higher Education, currently being disseminated
- Establishing awards to students, academic units, and individuals for outstanding contributions to education, research or public service

- Must have sound knowledge in projects and programmes development and inter-and intra- institutional cooperation
- Must have experience in academia-private sector partnership
- Have sound knowledge of monitoring and evaluation of academic programmes
- Have clear understanding of the basic mission of higher education institutions
- Be conversant with academic programs in higher education and the multiple challenges and global pressures facing them

 Job Purpose:  The job holder will monitor and evaluate management policies, regulations, procedures, systems, and procedures to facilitate and advice management on strategies for compliance with best practices for effective utilization of IUCEA’s resources. S/He will facilitate the development of risk management policies and systems and oversee the implementation of value for money or performance audits for IUCEA.
Duties and Responsibilities
- Develop strategies, policies and procedures for risk management, value for money and performance audits for IUCEA
- Coordinate the process of developing the IUCEA internal Audit plan
- Coordinate the process of Institutional Risk Evaluation
- Conduct financial, systems and efficiency (Value for Money) Audits
- Provide inputs in the design of Institutional Systems and Processes
- Ensuring timely preparation and submission of periodic audit reports to the Audit Committee and Governing Board (currently Executive Committee)
- Follow-up on implementation of agreed recommendations
- Ensuring compliance with financial, procurement, administrative and human resource policies and procedures
- Conducting of ad-hoc and special internal audit checks of systems and financial transactions
- Providing oversight advice to the Executive Secretary
- Investigating any cases of theft, fraud and misappropriation of funds and making reports with recommendations on the findings
- Evaluate measures put in place by management to ensure IUCEA assets are accounted for and safeguarded from losses of all kinds

Minimum Job Requirements
Academic Qualifications:Â MBA in Finance or Accounting
Professional Qualifications:Â Chartered Certified Accountant CPA and a certificate in information systems auditing (CISA), ACCA, ICMA or equivalent
Work Experience
Thorough knowledge of accounting and audit control systems with a Minimum of ten (10) years in a busy Audit firm/public sector, five (5) years of which must be at a senior level in the busy environment
Key Competencies
Must be able to provide strategic and team leadership in internal audit, manage diversity, conflict and change, have conceptual, analytical, communication, public relations, planning, judgment, budgeting, decision making, report writing and presentation skills. Demonstrate high integrity, independence, and maturity. S/He must be computer literate and proficient in computerized accounting packages. Knowledge and the ability to use the SUN SYSTEM will be an added advantage.

Job Purpose:  The job holder will promote and disseminate information of IUCEA to stakeholders, the general public and the international community in order to build promote and maintain IUCEA’s positive corporate image.
Duties and Responsibilities
- Initiate, develop and manage IUCEA’s public relations and corporate communication plans and production of Annual Reports
- Liaise with user divisions/units to provide support in the facilitation of conferences, education exhibitions, meetings/forums
- Gather accurate and relevant information necessary for the publication of IUCEA Brochures, journals, in-house newsletters and other relevant literature; and facilitate the design, development, production and distribution of the same
- Initiate a periodical newsletter
- Manage the communication channels including media and any stakeholders in relation to the project brand for the component of IUCEA;
- Manage the IUCEA social media platforms.
- Create content, monitor and manage conversations to promote and ensure reputational risk mitigation for IUCEA.
- Appropriate dissemination of information related to the success stories of the project and ensure appropriate packaging to attract the required stakeholder;
- Help in the development and improvement of the website of IUCEA with events (upcoming and completed), activities and major-related partnerships in the different areas;
- Develop and update the IUCEA Communication Strategy with the communications plan for the Institution that covers all activities;
- Ensures development, operationalization and maintenance of an online website and portal for the IUCEA, with frequent regular updates on key elements like events, partnerships etc..;
- Collect, collate and standardize the necessary information for periodically updating the IUCEA website
- Monitor the media, lobby groups and maintain close contact and cordial relations with regional and international media to sustain a positive image of IUCEA
- Organize and coordinate corporate functions/events and attend to all protocol matters
- Prepare required speeches, briefs, reports, flyers, brochures, advertisements, and messages to enhance the objectives of the institution
- Maintain harmonious internal and external contacts with IUCEA’s stakeholders

Key Competencies
Excellent ability to communicate in English is essential and good working knowledge of an additional official language of the East African Community (Kiswahili or French) would be an advantage, must be able to manage diversity, conflict and change. Have proposal writing, Creative report/speech writing and presentation, conceptual, analytical, public relations, excellent interpersonal and communication skills, planning, negotiation, networking, judgment, and decision-making skills. S/He must be computer literate and proficient in MS Office suite and common desktop publishing software such as Photoshop, InDesign, Illustrator etc.

Job Purpose:Â Â The job holder will coordinate efficient financial resource utilization and ensure that all payments are made in compliance with the rules and regulations and other directives of the Governing Board/Executive Committee as may be directed from time to time. S/He coordinates activities of Payroll, Receivables, Payables, Fixed Assets, Examination and Cash Payment.
Duties and responsibilities
- Provide leadership to accounts staff
- Undertake management accounting and preparation of final accounts and statements
- Implement IUCEA financial policies, rules regulations/guideline and procedures
- Reconciliation and maintenance of general ledger accounts
- Prepare financial progress and expenditure reports for donors
- Implementation of recommendations made on audit observations
- Verification of Payment Vouchers and control expenditure
- Maintain records of contributions by the Partner States and higher education institutions
- Advice on proper administration of donor funds in line with the signed agreements
- Collate financial estimates and monitor monthly payroll to ensure accuracy of calculations and meeting deadlines

Academic Qualifications

Certified Public Accountant (CPA, ACCA) or its equivalent
Work Experience
Minimum eight years, of which 3 years MUST be at senior position preferably in either in public Institution or a busy private established organization.
Key Competencies
Must have knowledge of financial accounting principles and international accounting standards. Ability to operate SUN accounting software and knowledge of financial information systems. S/He must be computer literate and able to provide team leadership, create a conducive and empowering work environment which promotes creativity and innovation among staff, coach, mentor and motivate staff, manage diversity, conflict and change, effectively communicate, have presentation, judgment and decision-making skills.

As per the EAC Staff Rules and Regulations, the successful applicant for this post shall serve for a five-year term renewable once. A comprehensive remuneration package commensurate with the EAC Professional Job Grades and Diplomatic status shall be offered to the suitable candidate. 4.0Â Â Age Limit
Applicants should not be more than 55 years as the EAC retirement age is 60 years.
5.0Â Â Notification
The successful candidate shall be notified of his/her appointment by the last week of May, 2022 to give him/her enough time to also give notice to his/her employer.
