WHAT IS OASYS?

The Online Application System (OASys) is the City of New York’s starting point for civil service employment with over 70 agencies that serve the City and the people that live and work in it. Through OASys, aspiring and current City employees may apply for exams and pay for application fees online, obtain information on their scheduled test sessions and the results of their exams, and become eligible for merit-based civil service positions.

Additional features include:

  • Comprehensive profile self-management (e.g., update personal information at any time);
  • Enhanced password recovery features (e.g., reset password via email or security questions);
  • Ability to store and re-use education and experience details;
  • Electronic submission of affirmation statements; and
  • Civil Service Examination dashboards which will include information about recent exams you have applied for and taken (e.g.,payment status and test results), and the status of your active eligible lists.

THE OASYS APPLICATION AND PAYMENT PROCESS

The application and payment process for the Online Application System is unlike that used for most other New York City Civil Service examinations, and therefore, requires some explanation. This overview is long and you may want to print it to use as a reference.

NOTICE OF EXAMINATION

The Notice of Examination is the legal document that informs applicants of all the relevant information about the examination. The Notice of Examination describes the Minimum Qualification Requirements that you must possess in order to be found Qualified in the examination and achieve a passing score and it may also contain an Additional Credit section which describes how you may obtain additional points. The Notice of Examination contains other important information; therefore, you should print a copy and save it for future reference.

APPLYING FOR THE EXAMINATION

When you enter the website of the Online Application System you should read the information on the homepage and then select the “List of Examinations” link. You will then be able to view the list of examinations that are currently open for filing online and select the one for which you wish to apply. When you make your selection, the Notice of Examination for that exam will appear. Be sure to read the Notice of Examination carefully to determine that you meet the Minimum Qualification Requirements for the examination before you apply and pay the filing fee. If you are found Not Qualified your filing fee will not be refunded.

After you have carefully read the Notice of Examination and determined that you meet the Minimum Qualification Requirements for the examination, scroll down to the bottom of the screen and click on the checkbox captioned “I acknowledge that I have read and understood the Notice of Examination,” then click on “Apply for Exam.” You will not be able to apply for the examination until you have clicked on the checkbox captioned “I acknowledge that I have read and understood the Notice of Examination.”

To be able to apply for the examination you must first create an online account which consists of your name, address, social security number, e-mail address, userID, and password. You choose your own userID and password and you use them whenever you access the website. After you have created your online account and logged in, you must then fill out the application to take the examination and pay the filing fee by credit/debit card, money order, or have the application fee waived by qualifying for a fee waiver.

COMPLETING THE APPLICATION

When you save information and return to the section, your information is saved. You may leave at any time and return to edit or complete the section. Once you submit your information, you will not be able to modify the information in the application section. Your log in session will remain active as long as you save information or refresh any page within 15 minutes. After 15 minutes of inactivity, you will be required to log in again.
