Country Strategy Advisor Job Vacancy at Enabel Tanzania 2026 is an opportunity for qualified Tanzanian professionals with experience in international cooperation, public administration, governance, policy analysis, stakeholder engagement, strategic communication, and development programmes. Enabel is recruiting a Country Strategy Advisor to be based in Dar es Salaam, Tanzania, under a 36-month fixed-term contract. Enabel is the Belgian development agency working with partners to address development challenges and support sustainable development. Role of the Country Strategy Advisor

The successful candidate will provide strategic advice to the Country Director and leadership team. The position involves working closely with national institutions, regional partners, diplomatic representations, financing partners, civil society organizations, and Enabel colleagues.

Moreover, the advisor will represent Enabel in relevant institutional forums and contribute analysis, advice, and practical proposals that can strengthen the organization’s programmes and partnerships.

Key Responsibilities

Government and Stakeholder Engagement

The Country Strategy Advisor will:

Public Policy
  • Develop, implement, and monitor a stakeholder engagement strategy.
  • Build and maintain relationships with government institutions, development partners, diplomatic missions, financing partners, and civil society organizations.
  • Contribute to policy dialogue and coordination mechanisms at national and sector levels.
  • Identify and pursue resource mobilization opportunities in coordination with other team members.
  • Represent Enabel in high-level meetings, forums, and technical working groups.
  • Promote collaboration and synergies among stakeholders.
  • Support the Country Director during strategic engagements, negotiations, and partnership discussions.

Political, Governance and Security Analysis

The role also involves monitoring developments that may affect Enabel’s operations. Responsibilities include:

Strategic Planning
  • Monitoring and analysing political, governance, economic, and security developments at national and regional levels.
  • Preparing strategic briefs and contextual analyses for the Country Director and Country Management Board.
  • Maintaining and expanding networks with national, regional, and international partners.
  • Advising management on risk mitigation, crisis preparedness, business continuity, and adaptive programme management.

Country Strategy and Cooperation Programmes

The successful applicant will support the development and implementation of Enabel Tanzania’s country strategy and help ensure alignment with national development priorities.

Communications & Media Studies

The advisor will also:

  • Monitor national and regional policies and development trends.
  • Assess sector dynamics relevant to Enabel’s activities.
  • Contribute to strategic direction and programme adaptation.
  • Support the preparation of international cooperation programmes and projects.
  • Help ensure programmes are consistent with relevant Belgian policy frameworks, funding-partner guidelines, and the development priorities of Tanzania.

Institutional Communication

Another important component of the position is strategic communication. The successful candidate will:

  • Strengthen Enabel’s visibility and relationships with key stakeholders.
  • Ensure communications are culturally sensitive and appropriate to the Tanzanian context.
  • Supervise the communication team and ensure quality and timely delivery of communication activities.
  • Provide strategic leadership, coaching, performance management, and capacity-building support to the communication team.

Qualifications and Experience

Applicants must meet the following requirements:

Labor & Employment Law
  • Must be a Tanzanian national.
  • Must hold a Master’s degree in Development Studies, International Relations, Public Policy, Political Science, Economics, Governance and Leadership, Public Administration, International Development, or a related field.
  • At least seven years of relevant professional experience in international cooperation, public administration, governance, policy analysis, or stakeholder engagement.
  • Excellent knowledge of Tanzania’s institutional landscape and public policy environment.
  • Experience in political analysis, public policy analysis, and stakeholder engagement.
  • Strong understanding of international cooperation principles, including relevant international frameworks such as OECD DAC and the Sustainable Development Goals.
  • Experience designing, implementing, or  managing international cooperation programmes.
  • Ability to represent an organization in public and institutional forums and contribute to policy or political dialogue.
  • Proven experience in institutional communication, including developing locally appropriate  communication  strategies, producing institutional content, and managing relationships with media and stakeholders.

Language Requirements

Applicants should have:

Multilateral Organizations
  • Fluency in written and spoken English and Swahili.
  • Working knowledge of French is an added advantage.

What Enabel Offers

The position comes with a 36-month fixed-term contract and a competitive salary package under Enabel’s Category 6 salary scale. The current starting salary is approximately TZS 9.6 million gross per month, with the final amount determined according to relevant professional experience.

Additional benefits include comprehensive health insurance, a 13th and 14th month salary, and, where applicable, a school fees allowance.
