1. Chairman – 1 Post

Qualifications

According to Article 129 (2) of the Constitution of the United Republic of Tanzania, 1977, an applicant for the position of Chairman should be a person who possesses qualifications for appointment as a Judge.

Required Experience and Competencies

In accordance with Regulation 4 (4) (a–i) of the CHRAGG (Appointments Procedure for Commissioners) Regulations, 2018, the applicant should have:

  • Knowledge, experience and a considerable degree of involvement in matters relating to law, governance, politics or social affairs.
  • The highest reputation for morality, integrity, impartiality and competence in matters of human rights and good governance.
  • Strong commitment to human rights norms and values.
  • Excellent writing and communication skills in both English and Swahili.
  • Ability to balance rights and make fair and sound decisions expeditiously, and to articulate such decisions in writing or orally.
  • Capacity to handle emotionally difficult and challenging situations with tact and diplomacy.
  • Capacity to handle delicate social and political situations and complaints with confidentiality where necessary.
  • Strong conflict resolution skills.
  • Ability to work effectively both as a team member and independently.

Duties

The Chairman will perform functions relating to the mandate of CHRAGG, including:

  • Sensitizing the public countrywide about the preservation of human rights and duties in accordance with the Constitution and laws of Tanzania.
  • Receiving complaints relating to violations of human rights.
  • Conducting inquiries into matters relating to infringement of human rights and violation of principles of good governance.
  • Conducting research and disseminating education to the public concerning human rights and good governance.
  • Instituting court proceedings where necessary to prevent violations of human rights or restore rights affected by infringement or violations of principles of good governance.
  • Inquiring into the conduct of persons and institutions in relation to the performance of their duties or functions or abuse of authority.
  • Advising the Government, public institutions and the private sector on matters concerning human rights and good governance.
  • Taking necessary action to promote and enhance conciliation and reconciliation among persons and institutions appearing before or brought before the Commission.

Salary

The Chairman will receive a salary at the scale of LSSE/8-1, together with additional fringe benefits.

  • The highest reputation for morality, integrity, impartiality and competence in human rights and good governance.
  • Strong commitment to human rights norms and values.
  • Excellent writing and communication skills in English and Swahili.
  • Ability to balance rights and make fair and sound decisions expeditiously.
  • Ability to articulate decisions effectively in writing and orally.
  • Capacity to handle emotionally difficult and challenging situations with tact and diplomacy.
  • Ability to handle delicate social and political situations and complaints confidentially where necessary.
  • Strong conflict resolution skills.
  • Ability to work effectively independently and as a team member.

Duties

The Vice Chairman will undertake duties relating to the functions and mandate of CHRAGG, including:

  • Promoting public awareness of human rights and duties.
  • Receiving complaints concerning violations of human rights.
  • Conducting inquiries into human rights violations and breaches of good governance principles.
  • Conducting research and disseminating information and education concerning human rights and good governance.
  • Taking appropriate legal action where necessary to protect or restore violated rights.
  • Inquiring into the conduct of persons and institutions in relation to their duties and functions.
  • Advising Government, public institutions and the private sector on human rights and good governance.
  • Promoting conciliation and reconciliation among persons and institutions appearing before the Commission.

Salary

The Vice Chairman will receive a salary at the scale of LSSE/7-1, together with additional attractive fringe benefits.

3. Commissioners – 5 Posts

Qualifications

According to Article 129 (2) (c) of the Constitution of the United Republic of Tanzania, 1977, applicants should possess skills, experience and wide knowledge in matters relating to:

Required Experience and Competencies

Applicants should meet the requirements provided under Regulation 4 (4) (a–i) of the CHRAGG (Appointments Procedure for Commissioners) Regulations, 2018, including:

  • Knowledge, experience and considerable involvement in law, governance, politics or social affairs.
  • A high reputation for morality, integrity, impartiality and competence in human rights and good governance.
  • Strong commitment to human rights norms and values.
  • Excellent English and Swahili communication and writing skills.
  • Ability to balance competing rights and make fair and sound decisions.
  • Ability to communicate decisions effectively both orally and in writing.
  • Ability to handle difficult and emotionally challenging situations with tact and diplomacy.
  • Ability to handle sensitive social and political situations and complaints confidentially.
  • Strong conflict resolution skills.
  • Ability to work independently and effectively as part of a team.

Duties and Responsibilities

Commissioners will be responsible for performing functions within the mandate of CHRAGG, including:

  • Sensitizing the public throughout Tanzania about the preservation of human rights and duties under the Constitution and laws.

Qualifications

According to Section 7 (3) of the CHRAGG Act, Cap. 391, an applicant should have the highest reputation and be known for high morality, integrity, impartiality and competence in matters of human rights and good governance.

In accordance with Regulation 4 (4) (a–i) of the CHRAGG (Appointments Procedure for Commissioners) Regulations, 2018, applicants should demonstrate:

  • Knowledge, experience and considerable involvement in matters relating to law, governance, politics or social affairs.
  • The highest reputation for morality, integrity, impartiality and competence in human rights and good governance.
  • Strong commitment to human rights norms and values.
  • Excellent writing and communication skills in English and Swahili.
  • Ability to balance rights and make fair and sound decisions expeditiously.
  • Ability to articulate decisions effectively in writing and orally.
  • Capacity to handle emotionally difficult and challenging situations with tact and diplomacy.
  • Capacity to handle delicate social and political situations and complaints confidentially where necessary.
  • Strong conflict resolution skills.
  • Ability to work effectively both independently and as a team member.

Duties

Assistant Commissioners will perform duties relating to the functions of CHRAGG, including:

  • Receiving complaints from members of the public.
  • Conducting on-the-spot investigations where necessary.
  • Discharging other duties relating to the functions of CHRAGG as may be assigned by the Commission.

Salary

Assistant Commissioners will receive a salary at the scale of LSSE4-1, together with additional attractive fringe benefits.

Conditions of Service and Tenure

According to Article 129 (5) of the Constitution of the United Republic of Tanzania, 1977, the Chairman, Vice Chairman and other Commissioners shall each hold office for a period of three years.

A Commissioner may be re-appointed for one additional term of three years.

The appointment therefore provides a defined tenure while allowing for one further term subject to the applicable constitutional and legal provisions.

Conflict of Interest Requirements

According to Article 129 (6) of the Constitution of the United Republic of Tanzania, 1977, read together with Section 9 (1) of the CHRAGG Act, Cap. 391, a person appointed as a Commissioner of CHRAGG must immediately abandon certain offices or positions that may create a conflict of interest.

These include:

  • Any office held in a political party.
  • Membership of Parliament.
  • Membership of the Zanzibar House of Representatives.
  • Speaker of the National Assembly.
  • Speaker of the Zanzibar House of Representatives.
  • Judge or other judicial office.
  • Any office in the Public Service.
  • Membership of an Electoral Commission.
  • Membership of a local government authority.
  • Any office in the service of a local government authority.
  • Any other public office.
