Program Manager
Position: Program Manager
Job Summary:
The Program Manager will provide technical and managerial support on project implementation aspects of the Act to End NTDs | East Tanzania program.
The Program Manager will support the Chief of Party (COP) in all programmatic deliverables of the project. Alongside the COP, they will be responsible for guiding and mentoring the NTD team at the Ministry of Health, Community Development, Gender, Elderly and Children (MoH) where and when needed. They will work closely with the COP, Senior Finance & Grants Manager, and MERLA Officer. This person will supervise the Program Officer, MERLA Officer, and Program Assistant. The Program Manager will report directly to the COP.
Essential Duties:
- Support the COP in all program management aspects of the project
- Alongside the COP, be responsible for the overall implementation of RTI Tanzania NTD projects in collaboration with MoH, Regional NTD Coordinators, District NTD Coordinators, and other NTD partners
- Provide technical assistance to the MoH, regions, districts, and grantees in Act | East
- Travel to regions, districts, and project sites for supportive supervision and other technical assistance for major activities
- Coordinate and ensure the completion of annual work plans, semi-annual reports, monthly updates, etc. with the RTI Tanzania team
- Provide oversight to procurement activities including tracking communication and documentation between RTI Tanzania, the MoH, USAID/Tanzania, and RTI HQ
- Track and report on programmatic deliverables in coordination with budget forecasting and workplan timeline
- Produce technical and/or operational journal articles, report deliverables, updates, and project success stories
- Represent RTI when asked by the COP in NTD technical working group at MoH and elsewhere
- Supervise NTD project officers and technical advisors
- Respond to the HQ team when requested
- Other duties as assigned by COP
Minimum Required Education and Experience
- Master’s degree in public health or other relevant discipline with at least 6 years’ progressive experience in implementing and leading technical and program activities
- Ample experience in all aspects of program management: planning, organizing data management, implementing, budgeting and monitoring and evaluation with analytical skills
- Experience working with MoH officials, donor organizations, NGOs, and other agencies
- Knowledge of supply chain management, drug logistics and distribution issues
- Demonstrated experience in working with USAID-funded projects
Skills and Abilities
- Strong organizational and interpersonal/relationship-building skills
- Ability to work independently and within matrix project and program teams
- Fluent in English and Swahili and written communication and presentation skills
- Excellent knowledge of Microsoft Word, Outlook, PowerPoint, and Excel

Admin & HR Assistant
Position: Admin & HR Assistant
Job Summary:
Act to End Neglected Tropical Diseases (NTDs) | East is a five-year project funded by the U.S. Agency for International Development (USAID) that helps national NTD control programs for the control and elimination of five targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminths, and trachoma. RTI seeks an Administration & Human Resources Assistant to provide operational support to the project activities for the Act to End NTDs | East Tanzania program. The Admin & HR Assistant will support the HR Manager with the day-to-day administration and human resources activities affecting all staff and offices within the program. The position requires interpretation and application of HR and Admin policies; rules and regulations; facilitation and implementation of internal procedures, processes, and systems.
Essential Duties:
Human Resources Responsibilities:
- Support the HR Manager with the review, dissemination, and ensuring full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics, procedures and strategies, effective implementation of the internal control framework and proper functioning of the HR policy framework.
- Disseminate HR communication, priorities, and allocated tasks; and ensure strict adherence to procedures in the area of selection and recruitment of temporary and longer-term staff.
- Support recruitment processes through the provision of input to short-listing process, screening of candidates, setting up and participation in interview panels including documentation processing for offers and deployment.
- With the RTI Regional Office HR team and the HR Manager, maintain HR (including non-personnel) files; track and compile project leave schedules, accounting for all staff absence by receiving and filing PTO authorizations; performing the functions of absence monitoring and recording; advise staff on their leave entitlements.
- Coordinate preparation of LN contracts through timely preparation and submission of Employment Administration requests (e.g. personnel action forms and offer request memos).
- Ensure deadlines for documentation and analyses of staff performance are met.
- Assist the HR Manager in fostering of project staff learning initiatives with consultation with RTI Regional Office HR, recommending and enrolling project staff in short-term courses that are beneficial to the project, and in accordance RTI University course availability and individual learning plans.
- Support the HR Manager with orientation and induction of staff, provide information to staff members on their employment conditions and entitlements, including on-entry briefings.
- Help organize recruitment activities and ensure they are documented according to RTI standards.
- Support on-boarding process for new staff and enrollments in benefits.
- Help coordinate annual staff appraisal process, share best practices regarding this activity, and ensures quality results are met on time.
- Supports HR Manager with coordinating activities and works in strong partnership with Regional HR staff and other in-country HR staff as needed.
- Perform other duties as needed.
Administration Responsibilities:
- Oversees “front-office” activities including reception, office supplies, service contracts for office cleaning/maintenance, etc.
- Maintain the agenda of the COP.
- Maintains staff contact list, org chart, and safety and security phone tree.
- Maintains hotel list and ensures bookings for staff are confirmed prior to travel.
- Coordinates logistics for visitors – hotel bookings, transport, etc.
- Maintains program’s safety and security resources and helps build staff capacity around safety and security.
- Reviews weekly meeting notes and disseminates to staff in a timely manner.
- Develops and maintains system for booking office meeting rooms.
- Manage the project and office diaries of the events, including major meetings, workshops, seminars, visits, retreats etc. and maintain the calendar of program planned activities.
- Assist in the preparation of agendas for staff and technical meetings, document minutes and disseminate accordingly.
- Write any letters needed by the COP and other staff as external communication.
- In liaison with the other project manager to oversee the organization of all travel and hotel arrangements for staff and consultants as well as those of participants attending program activities, while ensuring adequate compliance with RTI and/or USAID regulations.
- Organize, coordinate, liaise and communicate with external partners and institutions for holding of workshops, seminars and meetings and in keeping all partners informed.
- Liaise with service providers to organize meetings and workshops ensuring that all logistic aspects are adequately addressed including the reproduction and compilation of necessary materials.
- Maintain an effective office country filing system, order and replenish office, kitchen and stationery supplies and manage the flow of documents between Envision project and external partners.
- Coordinate with COP and the Finance to review invoices and DA1 forms, project / office / field office expenses for a timely submission according to policy and procedures.
- Coordinate with Finance Assistant and Procurement & Logistics Officer to process procurement requests and to maintain office inventory ensuring adequate compliance with RTI and/or USAID rules and regulations.
- Perform other duties, as needed
Qualifications and Experience
High School complete or vocational training/Diploma in Human Resource and 3 years of experience.

Monitoring and Evaluation Officer
Position: Monitoring and Evaluation Officer
Job Summary:
The MERLA Officer will support quality data collection, analysis, and reporting in Tanzania under the USAID-funded Act to End NTDs | East program. She/he will provide a first line review for the monitoring, evaluation, and reporting of program performance and results for Tanzania-led activities and assist in facilitating learning using those results. This role requires regular program data analysis and identifying areas for additional support. The MERLA Officer will work closely with the Program Manager to identify how results will be used for program improvement through programmatic adaptation
Essential Duties and Responsibilities:
- Data collection, monitoring, and reporting
- Supports MERLA activity tracking, including that activities are implemented in accordance with approved work plan and budget.
- Performs first line data reviews for specific program activities (e.g. surveys, mass drug administration, training) to ensure data accuracy and completeness.
- During routine and ongoing data review, communicates any problems with data quality to the Program Manager to ensure accurate data collection and reporting.
- Fills out routine project reporting tools and forms according to the program schedule (work planning, two semi-annual reporting periods, and additional as needed), collaborating with the Program Manager.
- Draft accurate and timely responses to ad hoc data requests.
- Supervise various field activities to support high quality data collection and reporting, identifying any challenges and providing on-the-spot solutions.
Survey development, implementation, and analysis
- Assist developing protocols and reports for disease-specific assessments, data analysis to inform action-oriented conclusions, and the application of learning.
- Support the submission of survey outputs which include, but are not limited to, survey reports, raw survey data, and clean datasets.
- Support disease specific assessment outcome evaluations.
Program learning and adaptation through data use
- Review country-level work plans and semi-annual reports to ensure they appropriately incorporate the relevant data, including accurate and high quality reporting and using data to inform strategy and activities.
- Analyze/use project MERLA data to identify trends/patterns/outliers (e.g., low-performing districts).
- Assist stakeholders to regularly input information into and use the national data storage platform, such as the Integrated NTD Database, including using it to submit high quality data to WHO (including Joint Application Package [JAP], and elimination dossiers), etc.
- Provide technical assistance to MOHCDEC to facilitate high quality submission of JAP.
- Collaborate with country and HQ staff to identify opportunities for learning and program adaptation, including operationalizing learning agenda action items.
- Assist in coordinating and facilitating periodic pause and reflect activities, including but not limited to after action reviews post mass drug administration and disease specific assessments, utilizing the Data for Action Guide, etc.
- Support capacity strengthening efforts to the MOHCDEC to conduct MERLA activities and institutionalize the approaches for said MERLA activities.
